المستخلص: يهدف هذا البحث إلى معرفة دور الاستشراف الاستراتيجي في تحقيق التميز المؤسسي عبر دراسة أبعاد الاستشراف الاستراتيجي (قابليات المسح البيئي، الخيار الاستراتيجي، وقابليات التكامل) على أبعاد فعالية التميز المؤسسي (التميز القيادي، تميز الموارد البشرية، تميز العمليات، التميز المعرفي، والتميز المالي). من خلال دراسة تحليلية أجريت في وزارة الثقافة العراقية. وتمثلت مشكلة البحث في شكل الأسئلة كان أبرزها "ما الدور الذي يلعبه الاستشراف الاستراتيجي لتحقيق التميز المؤسسي؟"، إذ تم الاعتماد على المنهج الوصفي التحليلي في تطبيق البحث، حيث تم استخدام الاستبيان كأداة لجمع البيانات، وتم إعداده باستخدام معايير جاهزة، إذ تم توزيع الاستبيان على عينة قوامها (130) فردا في (3) دوائر ومؤسسات تابعة لوزارة الثقافة، عينة الإدارة العليا والمتمثلة (المدير العام، معاون المدير العام، مدير القسم، معاون مدير القسم، مسؤول شعبة، ومسؤول الوحدة)، حيث تم الاعتماد على مقياس ليكرت الخماسي النقاط لتحديد الإجابات على فقرات الاستبيان، وأتضح عبر النتائج أن هنالك دورا للاستشراف الاستراتيجي في أبعاده (قابليات المسح البيئي، الخيار الاستراتيجي، قابليات التكامل) في تحقيق التميز المؤسسي.

This research aims to know the role of strategic foresight in achieving institutional excellence by studying the dimensions of strategic foresight (capabilities of environmental scanning, strategic choice, and capabilities of integration) on the dimensions of the effectiveness of institutional excellence (leadership excellence, human resources excellence, operations excellence, knowledge excellence, and financial excellence). Through an analytical study conducted by the Iraqi Ministry of Culture. The research problem was represented in the form of questions, the most prominent of which was "What role does strategic foresight play in achieving institutional excellence?", as the descriptive analytical approach was relied upon in the application of the research, where the questionnaire was used as a tool for data collection, and it was prepared using ready-made standards. The questionnaire included a sample of (130) individuals in (3) departments and institutions affiliated to the Ministry of Culture, the sample of the higher management represented by (the general manager, assistant general manager, department director, assistant department manager, division official, and unit official), where it was relied on the five-point Likert scale for determining the answers to the questionnaire items, and it became clear through the results that there is a role for strategic foresight in its dimensions (capabilities of environmental scanning, strategic choice, capabilities of integration) in achieving institutional excellence.
