اختص هذا البحث بـ (البلديات في مراكز الوية بغداد والكوت وديالى) وقسم إلى محورين تضمنت الأول الحديث عن (بلديات مراكز بغداد والكوت)، إذ تعرض الباحث في هذا المحور إلى تاريخ تأسيس هاتين البلديتين الذي يعود إلى العهد العثماني المتأخر وما قامت به من أعمال عمرانية، فضلا عن ذلك تم ذكر كوادرها وأعضاء مجلسها في هذه المدة، إذ تشكلت أمانة العاصمة عام 1923 في بغداد من مجموع بلديات المركز التي كان ضمنها مدينة الكاظمية وتناولت الدراسة المشاريع والكوادر والواردات ومصروفات والمنح التي حصلت عليهما البلديتين، فضلا عن ما أنجزته البلديتين في مجال مشاريع الكهرباء والماء وما حققته في إنشاء مشروع المجاري لتخليص السكان من المياه القذرة التي كانت تسبب لهم الأمراض. وفي المحور الثاني الذي حمل عنوان (بلدية مركز لواء ديالى) تم الحديث عن بلدية بعقوبة مركز لواء ديالى والتي تأسست في عام 1882 في العهد العثماني ثم جرى الحديث أوضاع البلدية في عهد الاحتلال البريطاني وفي مدة الدراسة من 1921 – 1958 والحديث عن ما يخص البلدية من كوادر وواردات ومصروفات، فضلا عن أملاك البلدية والأعمال التي قامت بها البلدية في مجل الكهرباء والماء وتبليط الشوارع وغيرها.
This study dealt with (municipalities in the centers of the districts of Baghdad, Kut and Diyala). It was divided into two axes that included the first to talk about (Municipalities of Baghdad and Kut centers) In this axis, the researcher presented the history of the establishment of these two municipalities, which dates back to the late Ottoman era, and the construction works that they carried out, in addition to that, its cadres and council members were mentioned during this period. As the Municipality of the capital was formed in 1923 in Baghdad from the total of the municipalities of the center, which included the city of Kadhimiya, and the study dealt with projects, cadres, imports, expenses, and grants obtained by the two municipalities. In addition to what the two municipalities have accomplished in the field of electricity and water projects, and what they have achieved in establishing a sewage project to rid the residents of dirty water that used to cause them diseases. And in the second axis, which bore the title (Municipality of the Diyala Brigade Center), There was talk about the municipality of Baquba, the center of the Diyala district, which was established in 1882 during the Ottoman era, then the situation of the municipality during the occupation era was discussed. The British in the period of study from 1921-1958 and talk about what pertains to the municipality in terms of cadres, imports and expenses, in addition to the municipal property and the work carried out by the municipality in the field of electricity, water, street paving and others.
