المستخلص: موضوع البحث: الوقوف على معنى الخطاب، وتحديد أولوياته، واستنباطها من قصص الأنبياء، دراسة مشكلة الفساد المجتمعي، وأسبابها، والوسائل المقترحة لعلاجها والتغلب عليها. هدف البحث: الوقوف على معنى الخطاب، ومعرفة أولوياته، والوقوف على معنى الفساد المجتمعي، وأسبابه وطرح حلول فعاله لإصلاح المجتمع؛ ولكون تحديد أولويات الخطاب وتطبيقها عنصرًا فعالا في إصلاح المجتمع، ولأن الإسلام رسالة عالمية صالحة لكل زمان ومكان، وفيه علاج لكل فرد ومجتمع؛ فكان على الباحثين سبر أغوار ما وصل إليهم من ثوابت الدين المتمثلة في الكتاب والسنة، والوقوف عليها والاستنباط منها ما يساعد في إصلاح الفرد الذي به ينصلح المجتمع. مشكلة البحث: محاولة الوقوف على أولويات الخطاب، ودورها في إصلاح فساد المجتمع؟ منهج البحث: سوف أتبع المنهج الوصفي في دراسة أولويات الخطاب ودوره في حل مشكلة فساد المجتمع. وأعمد إلى المنهج التحليلي في التطرق لأسبابها وتحليلها. وسوف أستنبط حلولًا عملية وفقا للحقائق الدينية والعلمية. أهم نتائج البحث: أن أول أولويات الخطاب الديني يجب أن تركز على ترسيخ العقيدة وأصولها ومبادئها. والتدرج في الخطاب الديني سـواء فـــي الأسلوب أو المنهجية. ومراعاة كافة الطوائف والقدرات العلمية والعقلية للمخاطبين واستخدام الحجج والبراهين المناسبة وفق الفئة المخاطبة. واللين والرفق يفتح أبواب القلوب ومغاليق العقول.

The topic of research: Reflecting on the meaning of speech, determining its guidelines and deducing the guidelines from the stories of the prophets, studying the issue of social corruption and its causes, and suggesting means to resolve and overcome it. Since defining and applying the guidelines of the speech is an effective factor in society’s reform, and because Islam is a universal message that is relevant to all times and places and in Islam there is a remedy to every individual and community, the researchers decided to explore what reached them from the principles of religion represented in the Quran and Sunnah, and reflect on the principles and derive from them what helps in reforming the individual who reforms .society. Research Question: Attempting to reflect on and identify the guidelines of speech, and their roles in resolving the problem of society’s corruption? Research Methodology: 1) I will follow the descriptive approach in studying the guidelines of speech and their role in solving the problem of society's corruption. 2) resort to the analytical approach in addressing its causes and analysis. 3) will devise practical solutions according to religious and scientific facts. Significant results: 1) The first guideline of religious speech should focus on solidifying faith, its origins and principles. 2) Gradualism in religious discourse, whether in style or methodology. 3) Taking into account all sects and scientific and intellectual abilities of the addressees. 4) Use appropriate arguments and proofs according to the category being addressed. 5) Gentleness and compassion opens hearts and minds.
