تعد الزكاة كأحد الركائز الأساسية لتحقيق الأمان الاجتماعي للأسر الأولي بالرعاية على اعتبار أن الزكاة ليست مجرد معونة وقتية لسد حاجات الفقراء بل يمتد هدفها إلى محاولة القضاء على الفقر والبطالة من خلال تأهيل ودعم تلك الأسر، وقد اهتمت المملكة العربية السعودية بتوفير الرعاية الاجتماعية للأسر الأولي بالرعاية، وأنشأت العديد من المؤسسات والجمعيات الخيرية التي تعمل على تقديم جميع أنواع الخدمات والرعاية الاجتماعية لتلك الفئات، وتسعى الدراسة الحالية إلى التعرف على دور الزكاة في إشباع احتياجات الفئات الأولى بالرعاية؛ وذلك من خلال مجموعة من الأهداف الفرعية والتساؤلات التي تتبناها الدراسة والدراسة من الدراسات الوصفية التحليلية باستخدام طريقة المسح الاجتماعي بنوعية الشامل- العينة) لعينة من الأسر الأولى بالرعاية (٢٦٦) مفردة)، وشامل للقيادات والعاملين بالجمعيات الخيرية (۲۲) مفردة في عدد من الجمعيات الخيرية بمنطقة مكة المكرمة، وقد اعتمدت الدراسة على الاستبانة كأداة رئيسية في الدراسة، إضافة إلى المقابلات المقننة مع القيادات والعاملين بالجمعيات الخيرية. ومن أهم النتائج التي توصلت لها الدراسة: أن هناك العديد من الاحتياجات لدي الأسر الأولى بالرعاية وتمثلت في الاحتياجات الاقتصادية الصحية- التعليمية التأهيلية)، كما أظهرت الدراسة إلى قدرة القيادات والعاملين بالجمعيات الخيرية على تلبية احتياجات الأسر الأولى بالرعاية من أموال الزكاة، كما أظهرت الدراسة وجود بعض المعوقات التي تواجه الجمعيات الخيرية في جمع وتصريف أموال الزكاة، كما أوصت الدراسة بأهمية توعية أفراد المجتمع بفوائد الزكاة ودورها في تحقيق الأمان الاجتماعي للأسر الأولي بالرعاية من خلال العمل على إشباع احتياجاتهم.
Zakat is considered as one of the main pillars for achieving social security for the most caring families, considering that Zakat is not just a temporary aid to meet the needs of the poor, but rather extends its goal to trying to eradicate poverty and unemployment through the rehabilitation and support of those families. The Kingdom of Saudi Arabia has taken care of providing social care to the most caring families It has established many charitable institutions and societies that work to provide all kinds of services and social care for these groups. The current study seeks to identify the role of zakat in satisfying the needs of the most vulnerable groups; This is done through a set of sub-objectives and questions that the study adopts. The study is one of the descriptive and analytical studies using the social survey method with a quality (comprehensive sample) for a sample of the most vulnerable families (266 items), and a comprehensive for leaders and workers of charitable associations (22 items) in a number of charitable associations in the Makkah region. The study relied on the questionnaire as a main tool. In the study, in addition to standardized interviews with leaders and workers of charitable organizations. Among the most important findings of the study: that there are many needs of the families with the most care, which were represented in the needs (economic - health - educational - rehabilitating), and the study also showed the ability of leaders and workers of charitable societies to meet the needs of the first families with care from zakat funds, as well. The study showed that there are some obstacles facing charities in collecting and disbursing zakat funds. The study also recommended the importance of educating community members about the benefits of zakat and its role in achieving social safety for the most caring families by working to satisfy their needs.
