المستخلص: يعتبر اللا تمركز الإداري نظاما إداريا يسمح للسلطات المركزية بتدبير الشأن الترابي بشكل أكثر نجاعة. لقد أتاح تنزيل الميثاق الوطني لللا تمركز الإداري في المغرب إقامة علاقات جديدة بين الدولة المصالح اللا ممركزة وكذا الجهات. وفق مقاربة تحليلية، فإن الهدف من هذه المقالة يكمن في تحديد دور اللا تمركز الإداري في التوزيع الفعال للاختصاصات وإبراز مختلف التحديات وكذا الفرص التي قد يتيحها تفعيل هذا الميثاق، خاصة فيما يتعلق عمليتا التنسيق والتمويل. لذا فإن الرهان يكمن في إيجاد الحلول للاختلالات المتعلقة بالموارد البشرية وتدبير الميزانية وكذا إقامة علاقات جديدة بين المصالح اللا ممركزة والجهات. من هذا المنطلق يمكن تقديم اللا تمركز الإداري على أنه نظام مكمل لورش الجهوية الموسعة.

Administrative deconcentration is a system of administrative organization that allows the central government to manage its actions more effectively. In this respect, the implementation of the administrative deconcentration charter in Morocco has made it possible to establish new relations between the State, the deconcentrated services and the regions. The objective of this article is therefore to identify, on the basis of an analytical approach, the role of deconcentration in the effective distribution of competences. It also analyzes the challenges and opportunities related to this approach, such as coordination and financing. The aim is to resolve dysfunctions related to human resources and budget management. It is also a question of establishing new relationships between the deconcentrated services and the regions. Deconcentration is thus presented as complementary to advanced regionalization.

La déconcentration administrative est un système d’organisation administrative qui permet au pouvoir central une gestion plus efficace de son action. A ce titre, la mise en place de la charte nationale de la déconcentration administrative au Maroc a permis d’établir de nouvelles relations entre l’Etat, les services déconcentrés et les régions. L’objectif de cet article est donc d’identifier, sur la base d’une approche analytique, le rôle de la déconcentration dans la répartition efficace des compétences. Il permet également d'analyser les défis et opportunités liés à cette approche, tels que la coordination et le financement. Il s’agit donc de résoudre les dysfonctionnements liés aux ressources humaines et à la gestion budgétaire. Il s’agit également de mettre en place de nouveaux rapports entre les services déconcentrés et les régions. La déconcentration est ainsi présentée comme complémentaire à la régionalisation avancée.
