|a يعد معهد المخطوطات النواة الأولى للعمل العربي المشترك في المجال الثقافي الذي تمثله المنظمة العربية للتربية والثقافة والعلوم؛ لما لها من مكانة متميزة في عالم الفكر والتراث الحضاري العربي الإنساني. إن فكرة إنشاء المعهد تعد دليلا على بعد نظر الآباء الأولين المؤسسين لجامعة الدول العربية وحسهم القومي المرهف، فلا أمة بلا هوية، ولا هوية بدون ثقافة، ولا ثقافة بدون تراث ولا تراث بدون مخطوطات. تهدف هذه الدراسة إلى إلقاء الضوء على جهود معهد المخطوطات في جمع المخطوطات العربية وفهرستها، وتقييم جهود المعهد، والتعرف على الجوانب الإيجابية، والجوانب السلبية التي تحول دون تحقيق رسالته على أكمل وجه. وتسعى الدراسة إلى إلقاء الضوء على مجموعات المعهد ومعرفة المعايير التي تتبع لاختيار تلك المجموعات وتحديد أماكن الحصول عليها، إلى جانب جهود المعهد في مجالي الفهرسة والتحقيق والنشر. استخدمت الدراسة منهج "دراسة الحالة" الذي يستخدم لدراسة حالة بعينها بغرض اكتشاف كل ما يتعلق بهذا الكيان من إيجابيات وسلبيات والخروج بنتائج تساهم في وضع الحلول للسلبيات الموجودة لتعديل مسار تلك الحالة؛ من خلال تطبيق عدة أدوات، منها: الملاحظة المباشرة، والمقابلات الشخصية مع القائمين على المعهد. وقد أوضحت الدراسة اهتمام المعهد بالكم دون الكيف وعدم إتباع قواعد وأسس لتصوير المخطوطات فبالرغم من قيامه في بداية تأسيسه بوضع معايير وأسس لاختيار المخطوطات لتصويرها إلا أنه صور مخطوطاته بعشوائية مما نتج عنه تكرار لنسخ مخطوطاته المصورة.
|b The Manuscripts Institute is considered one of the basic pillars for the common Arab work in the cultural field that is represented by the Arab Organization for Education, Culture and Science. This is because of its distinguished position in the world of thought and the Arab human cultural heritage. The idea for founding this Institute is considered as evidence of the far- sightedness of the founding fathers of the League of Arab States and their sensitive nationalistic sense. There is no nation without identity, no identity without culture, as no culture without heritage and there is no heritage without manuscripts. This study aims to highlight the efforts of the Manuscripts Institute in collecting and indexing Arabic manuscripts, evaluating the efforts of the Institute and identifying the positive and negative aspects that prevent it from achieving its mission to the fullest. The study seeks to shed light on the institute's groups and know the criteria that are followed for selecting these groups and determining where to obtain them, in addition to the institute's efforts in fields of indexing, publishing and investigation. The study used the methodology of case study, which is used to study a specific case to discover all the pros and cons of this entity and to come up with results that contribute to developing solutions to the existing negatives to modify the course of that case through the application of several tools, including: direct observation, and personal interviews with those in charge of the institute. The study showed the institute's interest in quantity rather than quality and not following rules and bases for photographing manuscripts. Although at the beginning of its establishment it set criteria and bases for selecting manuscripts for photocopying, it randomly photographed its manuscripts, which resulted in the repetition of copies of its manuscripts.
