المستخلص: ما من شك في أن الأحزاب السياسية أصبحت مكونًا رئيسيًا من مكونات أجهزة الدولة وهيئاتها السياسية، لاسيما الدول الديمقراطية، على اعتبار أن قيام الأحزاب يشكل ضمانة هامة ضد الاستبداد، فهي الوسيلة الأساسية للمعارضة، وهي متنفس الأفراد والجماعات للتعبير عن أهدافها ورؤيتها للأداء الحكومي من خلال الوصول للسلطة ومراكز اتخاذ القرار. وتعد الأحزاب السياسية مؤثرة بشكل مباشر على سير وحركة النظام السياسي وضمان استمراره واستقراره، فهي تؤدي دورًا مهمًا في تنشيط الحياة السياسية، وصارت تشكل ركنًا أساسيًا من أركان النظم الديمقراطية، فأداء الأحزاب ينعكس سلبًا أو إيجاباً على نوعية الحياة السياسية وعلى مستوى التطور الديمقراطي والتحديث السياسي وفاعلية النظام السياسي الذي يعد انعكاساً للنظام الحزبي السائد في الدولة، كما تعد الأحزاب إحدى قنوات المشاركة السياسية للمواطن، وكذا إحدى قنوات الاتصال السياسي المنظم في المجتمع، فهي تقوم بالتعبير عن اهتمامات الأفراد وحاجاتهم العامة والعمل على تحقيقها من قبل الحكومة، بفضل الضغط الذي تمارسه الأحزاب على صناع القرار وراسمي السياسة العامة في الدول، وكذلك نقل رغبات وسياسات الحكومة إلى المواطنين، والعمل على تعبئة الجهود والمواقف المتباينة إزاءها، فهي حلقة الوصل الديموقراطية بين الحكومة والمواطنين. وتعتبر السلطة التشريعية في الوقت الحاضر أهم السلطات في الدولة، فهي التي تقوم بسن القوانين؛ أي: بوضع القواعد العامة الملزمة للأفراد، وتكون المساهمة في هذه السلطة عن طريق مشاركة الأفراد في الحياة الحزبية والسياسية للدولة، وذلك في إطار المشاركة السياسية التي بواسطتها يتم المشاركة في صناعة القرار السياسي وخاصة صنع ورسم السياسات العامة التي تهمهم وتخصهم، والتي تهم وتخص المجتمع عامة، وذلك عن طريق التمثيل في المؤسسات السياسية المنتخبة والتي تعبر عن اهتماماته أو جزء منها. وتكمن أهمية دراسة موضوع النظام الحزبي في مدى التأثير والتأثر بين هذا النظام وبين النظام السياسي في البلد، فطبيعة النظام الحزبي في المجتمع تترك أثرًا واضحًا في طبيعة النظام السياسي، وبالمقابل فإن النظام السياسي ينعكس على الواقع على النظام الحزبي، وتستأثر دراسة النظم الحزبية من قبل الباحثين في أكثر من علم، فهي ضمن دراسات العلوم السياسية وتشكل أحد أهم موضوعاتها؛ لما تمثله من دور محوري في ثراء التجربة الديموقراطية داخل النظم السياسية، ولما للأحزاب السياسية من تأثير في مجريات الأحداث السياسية وتسيير الشأن العام من خلال وصول هذه الأحزاب إلى مقاعد البرلمان ومقاعد المجالس البلدية عبر الانتخابات، فلم يعد يتصور وجود ديموقراطية حقيقية دون وجود أحزاب سياسية، وهي كذلك ضمن علوم الاجتماع السياسي من زاوية أخرى، إلا إن دراستنا لها ستأتي من الناحية القانونية المتعلقة بالتنظيم القانوني لها. كما تكتسب هذه الدراسة أهمية خاصة بحكم أنها ستتطرق للتنظيم الحزبي في مملكة البحرين، والتي تعد تجربة - وإن كانت حديثة النشأة - رائدة على مستوى المنطقة، ولم يتم تناولها بالدراسة الأكاديمية القانونية على حد علمنا. لذلك فقد قسمنا هذا البحث إلى مبحثين: نتحدث في الأول منهما عن ماهية النظام الحزبي، وتخصص الثاني للحديث عن التنظيم القانوني للأحزاب السياسية (الجمعيات السياسية) في مملكة البحرين.

There is no doubt that political parties have become a major component especially democratic of the state apparatus and political bodies considering that the establishment of parties constitutes an countries as they are the main means of important guarantee against tyranny and it is an outlet for individuals and groups to express their >opposition goals and vision of government performance through access to power and decision-making centers. Political parties are directly influential on the functioning and movement as they of the political system and ensure its continuity and stability play an important role in activating political life and have become an the performance of parties essential pillar of democratic systems reflects negatively or positively on the quality of political life and the level of democratic development and political modernization and the which is a reflection of the effectiveness of the political system and parties are one of the channels,prevailing party system in the state as well as one of the channels of,of political participation of the citizen By expressing they are organized political communication in society the interests and public needs of individuals and working to achieve thanks to the pressure exerted by parties on them by the government as well as decision-makers and public policy makers in countries conveying the government's desires and policies to citizens and working it is the,to mobilize efforts and divergent positions towards them democratic link between the government and citizens. The legislative authority is currently the most important authorities in sets general rules,that is,as it is the one that enacts laws,the state and the contribution to this authority is through binding on individuals the participation of individuals in the partisan and political life of the within the framework of political participation through which state especially making participation is made in political decision-making and drawing up public policies that concern him and concern him and through representation in that concern and concern society in general elected political institutions that express his interests or part of it. The importance of studying the subject of the party system lies in the extent of influence and influence between this system and the political the nature of the party system in society leaves a „system in the country the,and in turn,clear impact on the nature of the political system

and the study,political system is actually reflected on the party system it is within the,of party systems by researchers in more than one science studies of political science and constitutes one of its most important topics because of its pivotal role in the richness of the democratic and why Political parties have an experience within political systems impact on the course of political events and the conduct of public affairs through the access of these parties to the seats of parliament and the it is no longer imagined,seats of municipal councils through elections ,that there is a real democracy without the presence of political parties but our,and it is also within the political sociology from another angle study of it will come from a legal point of view related to its legal organization. This study also acquires special importance as it will address the party which is a pioneering organization in the Kingdom of Bahrain and has not been at the regional level albeit a recent one experience addressed by the legal academic study to our knowledge. the first of,we have divided this research into two sections,Therefore and the second is, which we talk about the nature of the party system devoted to talking about the legal organization of political parties (political societies) in the Kingdom of Bahrain.
