|a يجزم أغلب الدارسين لظاهرة اللجوء التي وإن تعددت دوافعها، أمنية ناتجة عن الحروب والنزاعات والتمييز العنصري، أو بفعل تدهور الظروف الاقتصادية لقلة التنمية في البلدان المصدرة للاجئين. هناك متغيرات أخرى خارج إطار هذا الأمر لا يتم إثارتها في الغالب كونها تخلق إشكالية لهاته الظاهرة وهي التغيرات البيئية وأثارها على سكان المناطق التي تشهد تغيرات مناخية تدفع بهم إلى اللجوء نتيجة صعوبة التأقلم وانعدام مقومات الحياة أو عدم وجود الإمكانيات للعيش وتلبية الحاجات الضرورية أو لأسباب تتعلق بالتصحر، الجفاف ومناطق أخرى آيلة للزوال جراء ارتفاع منسوب مياه البحر وتهديده لها. إن إشكالية اللجوء البيئي وعلى الرغم من عدم التطرق إليها عمدا من طرف الدول المتقدمة خلال انعقاد المؤتمرات التي أفضت إلى إقرار المواثيق الدولية المتعلقة باللاجئين وتركيز مضمونها على الجوانب غير البيئية نظرا لصعوبة ضبط المصطلح وعدم الإقرار بضرورة جعل التدهور البيئي أحد دوافع اللجوء خاصة في ظل التغيرات المناخية، تظل من القضايا الشائكة التي على المجتمع الدولي إيجاد حلول دائمة لها.
|b Most scholars assert the phenomenon of asylum, which, although its motives are multiple, is security resulting from wars, conflicts and racial discrimination, or due to the deterioration of economic conditions due to the lack of development in refugee-exporting countries. There are other variables outside the framework of this matter that are not often raised, as they create a problem for this phenomenon, which is the environmental changes and their effects on the residents of areas experiencing climatic changes that push them to resort as a result of the difficulty of adaptation and the lack of the necessities of life or the lack of possibilities to live and meet the necessary needs or for reasons related to Desertification, drought and other areas are on the verge of disappearing due to the rise in sea level and its threat. The problem of environmental asylum, despite the fact that it was not deliberately addressed by the developed countries during the conferences that led to the adoption of international conventions related to refugees and the focus of their content on non-environmental aspects due to the difficulty of controlling the term and not acknowledging the need to make environmental degradation one of the motives for asylum, especially in light of Climate change remains one of the thorny issues for which the international community must find lasting solutions.
