For years, Algerian public organisations have shown many dysfunctions. In this context, management methods used in the private sector were gradually transposed to the public sector, which was considered inefficient, rigid and costly, thus contributing to the emergence of the "new public management" or "new public management". It is under the impulse of the new public management (NPM) that reflections have been launched on the introduction of the concept and methods of performance management within the public sector. In Algeria, public sector performance has been enshrined in the Organic Law on Finance Laws No. 18-15 of 2 September 2018. Les organisations publiques algériennes font preuve pendant des années de beaucoup de dysfonctionnements. Dans ce contexte, des méthodes de management, utilisées dans le secteur privé, se sont transposées peu à peu dans le secteur public jugé inefficace, rigide et couteux, contribuant ainsi à l’émergence du « nouveau management public » ou « la nouvelle gestion publique ». C’est sous l’impulsion du new public management (NPM), que des réflexions ont été lancées sur l’introduction du concept et des méthodes de pilotage de la performance au sein du secteur public. En Algérie, la performance du secteur public a été consacrée par La loi organique relative aux lois de finances n° 18-15 du 2 septembre 2018. |
