|a يعد التفاوض ظاهرة اجتماعية قبل أن يكون لها أي معنى أخر نشأت مع نشأة الإنسان وتطورت مع تطور طبيعة ووسائل حياته، وتطورت طرق وفنون التفاوض عبر الزمن إلى أن باتت من بين أهم وسائل تنفيذ أهداف السياسة الخارجية وتحقيق مصالح الدول لا سيما بعد تطور التنظيم الدولي وتأسيس الدول القومية واتسام النظام السياسي الدولي بسمة الصراع والتعاون وتطور وسائل التواصل والاتصال بالتزامن مع تطور وسائل القتل والدمار التي باتت تهدد الجنس البشري بالفناء إذا ما اخفق الإنسان في إيجاد خيارات بديلة عن الحروب أو التقليل من دورها، ومن هنا ظهرت وتضاعفت أهمية التفاوض كوسيلة لمواجهة هذه التهديدات والتغلب عليها عبر توظيف فنون منطقية في التفاعل بين الأطراف المختلفة. وانطلاقا من أهمية التفاوض لا سيما في فترة الحرب الباردة وما رافقه من صراع محتدم عرض الدول المتنافسة إلى احتمالية الصدام الشامل فقد ركزت الدول والمنظمات والشركات متعددة الجنسية والمؤسسات المختلفة على تشكيل فرق تفاوضية لإدارة ملفات الصراع والتعاون وتحقيق مصالح وأهداف هذه الأطراف، وبقدر تعلق الأمر بموضوع البحث فأن الدول في عالم اليوم باتت أكثر اهتمام بالتفاوض استنادا إلى طبيعة التحولات التي شهدها العالم والتي جعلت من القوة العسكرية والحروب أمرا صعبا وغير مفضل ألا في أضيق الحدود ومن التفاهمات والتعاون والتفاوض أمر أكثر يسرا وفائدة لذلك اهتمت السياسة الخارجية بالتفاوض بشكل ملفت من بين الوسائل الأخرى الخاصرة بتنفيذ أهداف السياسة الخارجية ومنها تنفيذ هدف أمن الطاقة لتدنية التكاليف وتعظيم العوائد وتشجيع التعاون الدولي وبناء السلام وإدارة الصراع.

Hence, the importance of negotiation as a means of confronting and overcoming these threats appeared and multiplied by employing logical arts in the interaction between the different parties. Proceeding from the importance of negotiation, especially in the period of the Cold War and the accompanying intense conflict that exposed the competing countries to the possibility of a comprehensive clash, the countries, organizations, multinational companies and various institutions focused on forming negotiating teams to manage conflict and cooperation files and achieve the interests and objectives of these parties، As far as the topic of research is concerned, countries in the world today have become more interested in negotiating based on the nature of the transformations that the world has witnessed, which have made military force and wars difficult and not preferred except in the narrowest limits, and understandings, cooperation and negotiation is more easy and beneficial. Therefore, the foreign policy was interested in negotiating in a remarkable way among other means of implementing the objectives of the foreign policy, including implementing the goal of energy security to minimize costs, maximize returns.
