المستخلص: لا تحظى دراسات الاتصال والإعلام حول المناطق المعزولة جغرافيا وخاصة الجزر النيلية باهتمام أكاديمي، بالرغم من انتشار تكنولوجيا الاتصال الرقمي. إذ إن الاستخدام الواسع لتكنولوجيا الاتصال والإعلام أضاف المزيد من التعقيد والغموض على منظومة التواصل داخل المناطق البعيدة عن المركز. من هنا تهتم هذه الدراسة برصد استخدامات الإنترنت ووسائل التواصل الاجتماعي والوظائف التي تقوم بها. وكذلك رصد التغيرات المجتمعية التي تحدث في تلك الأماكن نتيجة لديناميكية العلاقة بين تكنولوجيا الاتصال الرقمية والمستخدمين والنظم الاجتماعية المترسخة في هذه الجزر. إذ تطرح الدراسة العديد من الأسئلة، تشمل: كيف تستخدم الإنترنت ووسائل التواصل الاجتماعي في الجزر النيلية، ومعدلات الاستخدام، وماذا تعني تكنولوجيا الاتصال لسكان الجزر، وماهية الأدوار التي تلعبها في روتين الحياة اليومي للسكان، وما هي نتائج استخدام الإنترنت ووسائل التواصل على سكان الجزر؟ وتتبنى الدراسة نظرية توطين التكنولوجيا Domestication Theory" التي تعتبر من الأطر النظرية الملائمة لفهم عملية إدماج التكنولوجيا في الروتين اليومي لحياة المواطنين وترويضها لتصبح جزء من المعنى المتداول ووسيلة تساهم في تمكين المواطنين. واعتمدت الدراسة على التحليل الكيفي من خلال مجموعات النقاش البؤرية في ثلاثة جزر نيلية في محافظات سوهاج والجيزة وكفر الشيخ، إضافة إلى أسلوب الحوار Dialogic Method. وتوصلت الدراسة التي أجريت خلال شهر ديسمبر 2021 إلى أن معدلات استخدام الإنترنت ووسائل التواصل الاجتماعي تعد مرتفعة بين سكان الجزر. كما كشفت الدراسة عن توطين التكنولوجيا في الجزر النيلية، بحيث أصبحت جزء لا يتجزأ من حياة السكان "أنا ممكن أستغني عن الجزار ... بس ما اقدرش استغني عن الإنترنت"، " دا لو مافيش بكرة أنترنت وفيس... دا مش بس هنقطع عن العالم ... دا أنا هنقطع عن البر الثاني". بحسب تعبير المشاركين. كما تم تطويع التواصل الرقمي عبر الإنترنت وتطبيقاتها لتلائم الاحتياجات اليومية للسكان " كنت كل يوم أبعت حفيدي يجيب الجورنال من البر الثاني.... دلوقتي خلاص باعتمد على الإنترنت وباقرأ كل الجرايد أونلاين"، " أيضا ساعدت الإنترنت ووسائل التواصل الاجتماعي السكان من تحقيق إشباع التعبير عن الذات، أو عرض الذات the presentation of self حيث تمكنهم من مشاركة نجاحاتهم مع أفراد المجتمع المحلي داخل الجزيرة أو مع الأصدقاء والأهل خارج الجزيرة. فكما ذكر أحد المشاركين " لما يكون عندي عب (قطعة ارض صغيرة منزرعة نعناع أو خس حلو وشكله جميل بصوره وانشر الصور على فيس بوك.. وأصحابي بيشاركوني فرحتي على نجاح الزرع". وعبر المشاركون عن بعض الإشكاليات التي تواجه عملية توطين التكنولوجيا في الجزر، مثل: ارتفاع تكلفة الاستخدام لهذه الوسائل، نقص التفاعل الاجتماعي المباشر، انتشار أنماط جديدة من المشكلات الاجتماعية، عدم الحصول على الخدمات الإلكترونية لضعف سرعة الإنترنت في بعض الجزر. وبصفة عامة تؤكد النتائج أن هناك إدماج للإنترنت ووسائل التواصل الاجتماعي داخل الجزر النيلية وأنها أصبحت جزء من ثقافة المواطنين في التواصل وساعدت في تمكين المواطنين اجتماعيا ومعلوماتيا وذاتيا واقتصاديا، وان كانت مازالت بعيدة عن إمكانية تمكين المواطنين سياسيا. وتوصي الدراسة بتوسيع نطاق الدراسات البينية لاستكشاف مزيد من الممارسات التواصلية التي تتم من خلال الإنترنت ووسائل التواصل الاجتماعي، ورصد المتغيرات التي توضح حدود العلاقة والتفاعل بين سكان الجزر النيلية مع التكنولوجيا.

Communication and media studies on isolated areas, especially the Nile islands, do not receive academic interest, despite the spread of digital communication technology. The widespread use of communication and information technology added more complexity and ambiguity to the communication system within areas far from the centre. Hence, this study is concerned with investigating the Internet and social media uses and the functions. As well as assessing the societal changes that occur as a result of the dynamic relationship between digital communication technology, users and social systems in these islands. The study raises many questions, including: whether the Internet and social media are used in the Nile islands, usage rates, what does communication technology mean for islanders, what roles do they play in the daily routine of the inhabitants, and what are the consequences of their use on islanders? It adopts the "Domestication Theory", which is considered one of the appropriate theoretical frameworks for understanding the process of integrating technology into the daily routine of citizens' lives and taming it to become part of the common meaning and a means that contributes to empowering citizens. The study relied on qualitative analysis through focus groups on 3 Nile islands in the governorates of Sohag, Giza and Kafr El-Sheikh, in addition to the Dialogic Method.

The study, which was conducted during December 2021, concluded that Internet and social media usage rates are high among islanders. It also revealed that the technology has been domesticated in the Nile islands. So that it became an integral part of the residents’ lives "I can dispense with the butcher... but I cannot dispense with the Internet", "If there is no Internet and Facebook... This is not just going to be cut off from the world... I will be cut off from the second bank", according to the participants. The digital communication via the Internet and its applications has also been adapted to meet inhabitants’ daily needs, "I used to send my grandson every day to buy newspapers from the other bank.... Now I can rely on the Internet and read all the newspapers online". The Internet and social media also helped the population to sense the self-presentation saturation, where they can share their successes with members of the local community inside the island or with friends and family outside the island. "When I have a heap (a small piece of cultivated land) with mint or lettuce, and it looks beautiful……I post the pictures on Facebook... and my friends share with me my joy over the success of the planting." The participants expressed some of the problems facing the process of domesticating technology in the islands, such as: the high cost of using these technologies, the lack of face-to-face social interaction, the spread of new types of social problems, the lack of access to e-services due to the low speed of the Internet in some islands. In general, the results confirm that there is an integration of the Internet and social media within the Nile islands, and that it has become part of the citizens’ culture of communication and has helped in empowering citizens socially, informationally, psychologically and economically, although it is still far from the possibility of empowering them politically. The study recommends expanding the scope of interdisciplinary studies to explore more communicative practices that take place through the Internet and social media, and to examine the variables that interpret the relationship and interaction between the Nile islands inhabitants with technology.
