|a تبحث الورقة في عملية التدخل الإنساني في ليبيا عقب انتفاضة 17 فبراير 2011، من حيث مدخلاته ومخرجاته، وهذا من زاوية القانون الدولي بدراسة مدى توافقه مع مقتضيات الشرعية الدولية، ومن زاويته السياسية بدراسة مبرراته وسياقاته الداخلية والإقليمية والدولية، وكذا النتائج الإنسانية والسياسية المترتبة عنه، فضلا عن استكشاف الأهداف المعلنة وغير المعلنة من الدول التي شاركت في إعداد المشروع وتنفيذه. فبقدر ما ساهم التدخل الإنساني في حماية المدنيين من القوات الحكومية، بقدر ما كان له دور في تحويل ليبيا إلى دولة فاشلة تتزعمها المليشيات المسلحة في ظل غياب أفق للحل السياسي.
|b The paper examines the process of humanitarian intervention in Libya following the uprising of February 17th 2011, in terms of its inputs and outputs, and this is from the angle of international law by studying its compatibility with the requirements of international legitimacy, and from its political angle by studying its justifications and internal, regional and international contexts, as well as the humanitarian and political consequences resulting from it, As well as exploring the declared and unannounced goals of the countries that participated in the preparation and implementation of the project. To the extent that humanitarian intervention has contributed to protecting civilians from government forces, it has played a role in transforming Libya into something like a failed state led by armed militias, in the absence of a horizon for a political solution.
