المستخلص: تهدف الدراسة إلى التعرف على الحوكمة في الإدارة المحلية، وتأثير الحوكمة في الإدارة المحلية نحو بناء قدرات الإدارة المحلية وتقليص الفساد، حيث كانت إشكالية الدراسة كالآتي: ما هو تأثير الحوكمة في الإدارة المحلية الفلسطينية نحو بناء قدرات الإدارة المحلية وتقليص الفساد في عهد السلطة الفلسطينية؟ كما تبنى الباحث المنهج التاريخي من أجل فهم الحاضر والتنبؤ بالمستقبل، حيث يساعدنا هذا المنهج على تتبع مسار الإدارة المحلية الفلسطينية من جهة، وإمكانية دراسة الحاضر من خلال فهم الماضي واستيعابه من جهة ثانية، وتبنى كذلك المنهج الوصفي؛ وذلك لمناسبتهما مع هذا النوع من الدراسات، بالإضافة إلى منهج تحليل المضمون الذي يستخدم في تحليل المحتوى الفعلي لظواهر سلوكية واجتماعية، واقتصادية، وسياسية في المجتمعات الإنسانية في الماضي والحاضر والمستقبل. وتم التوصل إلى عدة نتائج، أهمها: أن هناك تأثيرا كبيرا للحوكمة في الإدارة المحلية الفلسطينية، وذلك نحو بناء وتطوير قدرات الإدارة المحلية الفلسطينية وتقليص الفساد، وفي ضوء النتائج التي توصل إليها الباحث، يمكن الوصول إلى عدد من التوصيات أهمها: تفعيل دور المواطن ومؤسسات المجتمع المدني عن طريق المشاركة في عملية صنع القرار وصياغة الاستراتيجية المحلية.

The study aimed to identify governance in local administration, and to identify the impact of governance in local administration towards building the capacity of local administration and reducing corruption, where the problem of the study was as follows: What is the impact of governance in the Palestinian local administration towards building the capacity of local administration and reducing corruption under the Palestinian Authority? The researcher also adopted the historical approach in order to understand the present and predict the future, where this approach helps us to follow the course of the Palestinian local administration on the one hand and on the other hand the present can only be studied and understood through understanding and understanding the past, and also adopted the descriptive approach in order to suit them with this type of studies. The content analysis approach uses this approach to analyse the actual contents of behavioural, social, economic and political phenomena in human societies, past, present and future, and has reached several conclusions, the most important of which is that there is a significant impact of governance in the Palestinian local administration towards building and developing the capacities of the Palestinian local administration and reducing corruption, In light of the researcher's findings, a number of recommendations can be reached, the most important of which are: activating the role of citizens and civil society institutions by participating in the decision-making process and formulating the local strategy.
