المستخلص: لقد عبر هذا البحث في جوهره عن محاولة لدراسة والكشف عن المشكلات المترتبة عن الإعاقة الحركية، وكذلك الوقوف على واقع خدمات الرعاية الاجتماعية لهذه الفئة، والوقوف على أهم العراقيل التي تحول دون دمج المعاقين في المجتمع، ولقد لوحظ أن فئة المعاقين في مصر تعاني من واقع صعب يحصر داخله عدة مشكلات تعكر صفو الحياة الاجتماعية لهم، أن النظرة إلى هذه الفئة يجب أن يقوم على أساس أنهم جزء لا يتجزأ من المجتمع في جميع مجالاته ويشاركون في كل أنشطته ومختلف قطاعاته، وذلك للإيمان بعطاء المعاق وأهميته والدور الذي يمكن أن يقوم به لإعطاء دفعة قوية لعملية التنمية باعتباره مورد بشري هام، وكذلك المحافظة على العلاقات الطبيعية بين المعاق وأسرته وبيئته، وإبراز دور المعاقين في التغلب على مشكلاتهم ومساهماتهم الفعلية في حلها بدلا من انتظار المساعدة من الغير، وذلك عن طريق وضع تسهيلات تساعدهم أن يحيوا حياة كريمة عن طريق التخطيط السليم لهم وفق سياسات واستراتيجيات محكمة من أجل رعايتهم ودمجهم اجتماعيا في المدينة، ومن خلال النتائج التي توصلت إليها الدراسة أصبح الاهتمام بهذه الفئة يجب أن يكون من أولويات الدولة فعلى الرغم من كل الجهود المبذولة سواء على المستوى النفسي أو الاجتماعي أو المهني أو التأهيلي لتحقيق الدمج الاجتماعي لهم لم تخفف من حدة الوصمة التي ترافقهم وذلك بسبب اصطدام هذه الجهود بوسط حضري غير مهيئ بشكل سليم من الناحية العمرانية وتصميم الطرقات والأرصفة وغيرها مما لا يسهل عملية دمج المعاقين فيها أو التكيف معها وهذا لغياب اشتراك المتخصصين الاجتماعيين في عمليات التخطيط، وفي النهاية يمكن القول أن: خدمات الرعاية الاجتماعية تعمل على التقليل من درجة الإعاقة لكنها غير كافية أو غير متوفرة بالشكل الذي يساير عدد المعاقين في المدينة، وما توصلت إليه الدراسة هو تسجيل موفق يكشف عن السر في كيفية أن تحول حياة المعاق حركيا من حياة مليئة بالملل والإحباط والاستبعاد إلى حياة كريمة ومحاولة دمجهم في المجتمع بهدف الاستفادة منهم في عملية التنمية كمورد بشري معطل.

This research, in essence, has expressed an attempt to study and reveal the problems arising from mobility disability, as well as to stand on the reality of social care services for this group, and to stand on the most important obstacles that prevent the integration of the disabled into society. It has been noted that the disabled group in Egypt suffers from a difficult reality It contains several problems that disturb their social life, The view of this category must be based on the fact that they are an integral part of society in all its fields and participate in all its activities and various sectors, in order to believe in the giving of the disabled and its importance and the role that it can play to give a strong impetus to the development process as an important human resource, as well as to preserve The natural relations between the disabled, his family and his environment, and highlighting the role of the disabled in overcoming their problems and their actual contributions to solving them instead of waiting for help from others, by establishing facilities that help them live a decent life through proper planning for them according to tight policies and strategies in order to care for them and integrate them socially into City, And through the findings of the study, caring for this group has become a priority for the state. Despite all the efforts made, whether at the psychological, social, professional or rehabilitative level, to achieve social integration for them, it did not reduce the severity of the stigma that accompanies them, due to the collision of these efforts in the midst of Urban areas are not properly prepared in terms of urban design, roads, sidewalks, etc., which does not facilitate the process of integrating the disabled or adapting to it, due to the absence of the participation of social specialists in the planning processe, In the end, it can be said that: Social care services work to reduce the degree of disability, but they are insufficient or not available in a way that matches the number of disabled people in the city. Frustration and exclusion to a decent life and an attempt to integrate them into society with the aim of benefiting from them in the development process as an idle human resource.
