المستخلص: تحدث العديد من الأزمات في المجال الرياضي والشبابي ولم يتم إيجاد حلول لإدارة هذه الأزمات مما استثار دافعية الباحثين نحو إجراء تلك الدراسة للتعرف على تأثير الممارسات التي تقوم بها لجنة الشباب والرياضة مما لها من سلطة تشريعية في عملية إدارة الأزمات داخل المجتمع المصري في مجالي الرياضة ورعاية الشباب المصري، وتم اتباع المنهج الوصفي بالاعتماد على الاستبيان كأداة لجمع البيانات، وبلغت عينة البحث (١٥٣) فرد من الكوادر الإدارية العاملة بمختلف قطاعات المجال الرياضي، وتوصل البحث إلى ممارسات لجنة الشباب والرياضة الأكثر تأثيرا في إدارة الأزمات الرياضية مرتبة وفقا لدرجة تأثيرها ومن أهمها مقترح بأن يحول الحافز الرياضي من درجات إلى مقابل مادى يتمثل في تخفيض المصروفات، لكن ضرورة أن تكون هناك رقابة على الطلاب حتى تنقطع علاقتهم بالرياضة بعد مرحلة الثانوية العامة، وقيام أعضاء اللجنة بالزيارات الميدانية للجامعات ومراكز الشباب بالمدن والقرى المصرية وعرض قانون الشباب عليهم وتنفيذ ملاحظاتهم حول القانون وعرضها على مجلس النوب، وكذلك استطلاع آراء الرياضيين بمختلف المؤسسات الرياضية حول مشروع قانون الرياضة من خلال حوار مجتمعي للوصول إلى قانون يتوافق عليه المجتمع المصري، ومناقشة وزير الشباب والرياضة بشأن تخصيص بمبلغ 150 مليون جنيه لنادي الاتحاد السكندري لتنفيذ إنشاءات جديدة على مساحة 5 أفدنة في الغابة الترفيهية المخصصة لنادى الاتحاد، والطلب من نواب المجلس بعرض قانون الهيئات الشبابية من خلال تنظيم جلسات بمحافظاتهم وتسجيل الملاحظات وتقديمها للجنة الشباب والرياضة، وإجراء الزيارات الميدانية للمركز الأولمبي بالمعادي وتفقد مدى جاهزيته لاستضافة المنتخبات القومية، ومناقشة وزير الشباب والرياضة بشأن خطة تطوير مراكز الشباب والاطلاع على ما تم إنجازه والتعرف على المستهدف تنفيذه مستقبلا.

Many crises occur in the field of sports and youth, and no solutions have been found to manage these crises, which motivated the researchers to conduct this study to identify the impact of the practices carried out by the Youth and Sports Committee, which has legislative authority in the process of crisis management within Egyptian society in the fields of Egyptian sports and youth care. The descriptive approach was followed, relying on the questionnaire to collect data. The research sample amounted to (153) individuals from administrative cadres working in various sectors of the sports field. The research found that the practices of the Youth and Sports Committee that are most influential in managing sports crises are arranged according to the degree of their influence. The most important of them is a proposal to transform the sports incentive from degrees to financial compensation, represented by reducing expenses. However, it is necessary to provide oversight over students to ensure that their involvement in sports does not continue beyond the high school stage. Members of the committee should conduct field visits to universities and youth centers in Egyptian cities and villages. They should introduce the youth law to them, implement their observations about the law, and present the findings to the House of Representatives. It is also necessary to poll the opinions of athletes in various sports institutions on the draft sports law through a community dialogue to reach a law agreed upon by Egyptian society. It is also important to discuss with the Minister of Youth and Sports the allocation of 150 million pounds to the Al-Ittihad Club of Alexandria for new construction on a 5-acre area in the recreational forest designated for the club. The demand should be made to the Council’s representatives to present the Youth Organizations Law by organizing sessions in their governorates, recording observations, and submitting them to the Youth and Sports Committee. Furthermore, field visits should be conducted to the Olympic Center in Maadi to inspect its readiness to host national teams. It is also important to discuss with the Minister of Youth and Sports the plan to develop youth centres, review accomplishments, and identify goals for future implementation.
