المستخلص: تهدف هذه الدراسة إلى دراسة انعكاسات تطبيق آليات التحول الرقمي على دعم بيئة الأعمال وجذب الاستثمارات في مصر في ظل رؤية 2030، وذلك سعياً نحو التعرف على طبيعة وأهمية التحول الرقمي كأحد ابتكارات تكنولوجيا المعلومات والكشف عن أهم عوامل ومحددات نجاح استراتيجيات التحول الرقمي بالإضافة إلى تحديد طبيعة التحديات التي تواجه تنفيذ آليات التحول الرقمي واستخلاص انعكاسات تطبيق آليات التحول الرقمي على دعم بيئة الأعمال وجذب مزيد من الاستثمارات في مصر في ظل رؤية 2030. وقد تضمنت الدراسة استعراض مفاهيم ومنافع وخطوات التحول الرقمي؛ وكذلك المعوقات التي تواجه التحول الرقمي، وتم استعراض التحول الرقمي في مصر والبرامج المقدمة لدعم التحول الرقمي وترتيب مصر في أهم المؤشرات الخاصة بالتحول الرقمي، وكذلك رؤية مصر 2030 في دعم بيئة الأعمال وجذب مزيد من الاستثمارات. وقد خلصت الدراسة إلى عدة نتائج أبرزها أنه يرتكز نجاح التحول الرقمي على إنشاء وتطوير البنية التحتية للاتصالات الرقمية وضمان إدارتها وإمكانية الوصول السريع إليها، وتحسين جودة الخدمة، لم تصل مصر بعد إلى مرحلة الاقتصاد الصناعي التي تسبق مرحلة الاقتصاد الرقمي، بالرغم من امتلاكها لمؤشراته، وذلك لأنها تستخدم هذه المؤشرات في جوانب استهلاكية وليس إنتاجية، وتوجد علاقة طردية بين تطبيق آليات التحول الرقمي وتطويرها ودعم بيئة الأعمال وجذب مزيد من الاستثمارات الأجنبية المباشرة.

This study aims to study the implications of applying digital transformation mechanisms on supporting the business environment and attracting investments in Egypt in light of Vision 2030, in an effort to identify the nature and importance of digital transformation as one of the innovations of information technology and to reveal the most important factors and determinants of success of digital transformation strategies in addition to identifying the nature of challenges facing the implementation of digital transformation mechanisms and extracting the implications of applying digital transformation mechanisms on supporting the business environment and attracting more investments in Egypt under Vision 2030. The study included a review of the concepts, benefits and steps of digital transformation; As well as the obstacles facing digital transformation, the digital transformation in Egypt and the programs provided to support digital transformation and Egypt's ranking in the most important indicators of digital transformation, as well as Egypt's 2030 vision in supporting the business environment and attracting more investments, were reviewed. The study concluded several results, most notably that the success of digital transformation is based on the establishment and development of digital communications infrastructure, ensuring its management and rapid access to it, and improving service quality. Egypt has not yet reached the stage of the industrial economy that precedes the stage of the digital economy, despite having its indicators. This is because it uses these indicators in terms of consumption and not production, and there is a direct relationship between the application and development of digital transformation mechanisms, support for the business environment and attract more foreign direct investment.
