المستخلص: يناقش البحث مفهوم النظام العالمي الجديد(إمبراطورية العولمة)الذي يتحكم فيه الدول الرأسمالية الكبرى حيث تزاوج المال والسلطة، وهيمنته على الدول الفقيرة من خلال فرض أفكاره وقيمه عبر نظام العولمة، وقد ظهرت الإمبراطورية على أنقاض النظم الإمبريالية الغاشمة، ويتمثل الفرق بين النظامين في أن الإمبريالية تقوم على فكرة المركز (الدولة المستعمرة) والأطراف(والدول المستعمرة)،أما إمبراطورية العولمة فليس لها مركز إقليمي للسلطة فهي أداة حكم لا مركزية لا يحدها حدود مكانية، ولكن ما يجمعهما هو ظلم الدول الفقيرة، وأوضح البحث دور نيجري في كشف مساوئ تلك النظام الإمبراطوري المتمثلة في: غياب الديمقراطية الحقيقية، ضياع حقوق الإنسان، عدم وجود عدالة اجتماعية، انتشار الفقر الحيوي، كثرة الحروب، وتحكم الدول الكبرى في منظومة المعرفة، مع بيان كيفية التخلص منها عن طريق اتحاد الجمهور عبر الأثير أيضا لمناهضة الإمبراطورية من داخلها والقضاء عليها، لخلق إمبراطورية جماهيرية جديدة قائمة على الحرية والمساواة والعدالة وكل ما يخص حقوق الإنسان، وقد تمثلت أهم نتائج البحث: أولا-غياب التنوع الفكري وضياع الهويات الذاتية للأفراد والشعوب في النظام العالمي الجديد بسبب سيطرة الدول الرأسمالية الكبرى على منظومة المعرفة بكافة أشكالها. ثانيا- مظالم النظام العالمي الجديد هي السبب الرئيسي في ظهور كافة الحركات الإرهابية الدولية، فإرهاب الدول هو الدافع لإرهاب الأفراد والجماعات. ثالثا-عدم اقتصار حركات التغيير في الإصلاح على فئة معينة كالبروليتاريا أو حركة اليسار أو اليمين بل امتدت لتشمل كل من وقع عليه مظالم الإمبراطورية وهو ما يطلق عليهم مصطلح "الجمهور". رابعا-غياب دور المنظمات الدولية عن دورها المنوط بها في تحقيق العدل والحريات والمساواة والأمن، وعلى رأسها مؤسسات الأمم المتحدة حيث اختزل دورها في خدمة الدول الكبرى. خامسا- أن مظالم النظام العالمي الجديد قد تؤدى مستقبلا لتزايد عمليات مسلحة وممنهجة ضد مصالح الدول القوية في كافة أنحاء العالم كما حدث في أحداث 11 سبتمبر بالولايات المتحدة الأمريكية. وجاءت التوصيات متمثلة في: 1- تشجيع الصناعات المحلية فهي تؤدى للتقليل من هيمنة الدول الرأسمالية المتحكمة في دول العالم الفقيرة، وأن يكون الاستيراد في نطاق الضروريات فقط 2- إبراز الشعوب-من خلال شبكة العولمة- لهويتها والحفاظ عليها ضد تلك الإمبراطورية 3- تأسيس هيئة تكون بمثابة قائد للجمهور تتكلم بلسانه لدى الدول الكبرى المسيطرة على النظام الإمبراطوري العالمي، فعدم وجود رأس للجمهور سيجعله يدور دوما في الإطار النظري فيما يخص مطالبه، فما فائدة الجسد عندما يكون مقطوع الرأس! وأن يكون هناك تواصل مستمر ومنظم بين الجمهور وبين تلك الهيئة لتكون هناك آلية في تجميع الجمهور حول قرارات ما، وخاصة حين يحين لحظة الانفجار والقطيعة، وخاصة أن الجمهور بدون قائد يسهل تفكيكه بزرع الفتن من داخله.

The research discusses the concept of the new world order (the empire of globalization), which is controlled by the major capitalist countries, where money and power intermarried, and its dominance over the poor countries by imposing its ideas and values through the globalization system. It is based on the idea of the center (the colonial state) and the periphery (the colonial states), while the empire of globalization does not have a regional center of power. Represented by: the absence of true democracy, the loss of human rights, the absence of social justice, the spread of vital poverty, the abundance of wars, and the control of major countries in the knowledge system, with an explanation of how to get rid of them through the union of the masses through the ether also to oppose the empire from within and eliminate it, to create A new mass empire based on freedom, equality, justice and everything related to human rights. The most important results of the research were: First - the absence of intellectual diversity and the loss of self-identities For individuals and peoples in the new world order due to the control of the major capitalist countries on the knowledge system in all its forms. Second - The grievances of the new world order are the main reason for the emergence of all international terrorist movements. State terrorism is the motive for terrorism of individuals and groups. Third - The movements for change in reform were not limited to a specific group such as the proletariat or the left or right movement, but rather extended to include all those who were subjected to the grievances of the empire, which is what they call the term “the public.” Fourth - the absence of the role of international organizations from the role entrusted to them in achieving justice, freedoms, equality and security, especially the United Nations institutions, where their role was reduced to serving major countries. Fifthly - The grievances of the new world order may lead in the future to an increase in armed and systematic operations against the interests of powerful countries all over the world, as happened in the events of September 11 in the United States of America. The recommendations were represented in: 1- Encouraging local industries, as they lead to reducing the hegemony of the capitalist countries controlling the poor countries of the world, and that import should be within the scope of necessities only. 2- The peoples – through the globalization network – highlighting their identity and preserving it against that empire. 3- Establishing a body that serves as a leader for the public and speaks its tongue in the major countries controlling the global imperial system. What is the use of the body when it is decapitated! And that there should be continuous and orderly communication between the public and that body so that there is a mechanism for gathering the public around certain decisions, especially when the moment comes for the explosion and the rupture, especially since the public without a leader is easy to dismantle by sowing discord from within.
