لقد مرت الظاهرة الاقتصادية بأشكال وصور متعددة، في تعبيرها عن التفاعل الذي يحدث بين الإنسان وبيئته.. وذلك بهدف البحث والوصول إلى الكيفية المناسبة في تلبية مختلف حاجياته وتطلعاته، تماشيا والأسلوب الأمثل والمعقلن في التعامل واستغلال مختلف عوامل الإنتاج داخل المجتمع. وأمام سياق عام، يتميز ويعرف تحولات نوعية على صعيد بنياته الإنتاجية، وعلى مستوى سلوك الفاعلين الاقتصاديين والاجتماعيين يطبعه تزايد الاختلالات الاقتصادية والاجتماعية، واتساع الهوة والتناقضات الطبقية، إلى جانب التفكك التدريجي الذي تعرفه الشبكات التقليدية للتضامن الاجتماعي من جهة، وأزمة الأنظمة الوطنية للحماية الاجتماعية من جهة أخرى، أضحى الاقتصاد التضامني والاجتماعي يشكل نسقا ونموذجا اقتصاديا بديلا ذو مؤهلات كبيرة وواعدة لتحقيق الإقلاع المجتمعي من خلال تبنيه لقيم جديدة وسعيه إلى التوفيق بين النجاعة الاقتصادية، وما بين مبادئ الإنصاف والتضامن والتكافل والعدالة الاجتماعية. إمكانيات الاقتصاد التضامني والاجتماعي، يمكنها المساهمة بشكل فعال في تحقيق التنمية ورفع بعض تحدياتها. نظرا لما يتيحه من أشكال وأنماط للتعاون والتضامن والتعاضد على كافة المستويات. ووفق مختلف الوضعيات التي تسمح بشد الكثير من المتطلبات والحاجيات المجتمعية، ومعها الحد من الفوارق والاختلالات المجالية وتكريس العدالة الاجتماعية وأسس الإنصاف الترابي.
