تناول هذا البحث موضوع الاقتصاد الأزرق وتعظيم الاستثمار في مصر، فالاقتصاد الأزرق مصطلح جديد نسبيًا وقد أصبح مطروحًا في كثير من الدول كقطاع يوفر فرص استثمار الثروة المائية للدول المطلة على البحار والمحيطات، وفي نفس الوقت تحرص الدول على المحافظة على الثروة المائية المتمثلة في البحار والمحيطات من خلال حزمة ملفات تكفل تحقيق التنمية المستدامة. يشكل البحث أهمية كبرى لكافة دول العالم، وبرز ذلك من خلال الاتفاقيات التي عقدت خلال السنوات القليلة الماضية، ولقد عقدت العديد من المحافل الدولية لوضع الأسس والمبادئ التي تكفل الاستثمار الأمثل للبحار والمحيطات مع ضمان المحافظة عليها ووضع سياسات مستقبلية لمواجهة التحديات المستقبلية للتصرف في المحيطات، وصدر عنها العديد من التوصيات حول حماية وحوكمة المناخ على غرار اتفاقية التنوع البيولوجي والاتفاقية الإطارية للأمم المتحدة حول التغيرات المناخية. وتم تقسيم هذا البحث إلى مبحثين تناول المبحث الأول: ماهية الاقتصاد الأزرق وعناصره وأهميته، وقسم هذا المبحث إلى ثلاثة مطالب المطلب الأول: مفهوم الاقتصاد الأزرق، والمطلب الثاني: قطاعات وعناصر الاقتصاد الأزرق، والمطلب الثالث: خصائص ومبادئ الاقتصاد الأزرق وأهميته، وتناول المبحث الثاني: مصر والاستثمار في قطاع الاقتصاد الأزرق. وقسم إلى ثلاثة مطالب تناول المطلب الأول: واقع الاقتصاد الأزرق في مصر. المطلب الثاني: الاستثمار في الاقتصاد الأزرق والمحافظة على البيئة، المطلب الثالث: مستقبل الاقتصاد الأزرق في مصر. وانتهى البحث بخاتمة اشتملت على ملخص بسيط للبحث وأهم النتائج والتوصيات.
This research dealt with the issue of the blue economy and maximizing investment in Egypt. The blue economy is a relatively new term, and it has become an issue in many countries as a sector that provides investment opportunities for water wealth for countries bordering on seas and oceans. At the same time, countries are keen to preserve the water wealth represented in Seas and oceans through a package of files to ensure the achievement of sustainable development. The research is of great importance to all countries of the world, and this was demonstrated through the agreements concluded during the past few years. Many international forums have been held to lay the foundations and principles that ensure the optimal investment of the seas and oceans while ensuring the portfolio on them and setting future policies to meet future challenges for the disposal of the oceans, and issued many recommendations on climate protection and governance, similar to the Convention on Biological Diversity and the United Nations Framework Convention on Climate Change. Climatic. This research was divided into two sections. The first topic dealt with the nature of the blue economy, its elements and its importance. This topic was divided into three demands. The first topic: the concept of the blue economy. The second topic: sectors and elements of the blue economy. The third topic: the characteristics and principles of the blue economy and its importance. The second topic dealt with Egypt and investment in the blue economy sector. It was divided into three demands, dealing with the first demand the reality of the blue economy in Egypt. The second requirement: investing in the blue economy and preserving the environment. The third requirement: the future of the blue economy in Egypt. The research ended with a conclusion that included a simple summary of the research and the most important findings and recommendations.
