المستخلص: استهدفت تلك الدراسة تقييم نظام إدارة المعلومات المالية الحكومية (GFMIS) وأثره في الوحدات الحكومية بجامعة الزقازيق، ولتحقيق أهداف الدراسة قامت الباحثة بالزيارات الميدانية واستخدام أسلوب المقابلة (Interview) مع القائمين على تطبيق النظام والمستفيدين منه في جامعة الزقازيق، وذلك بوصفها أداة رئيسية لجمع البيانات من مجتمع الدراسة، وقد أسهمت في زيادة تبصير الباحثة من خلال تقييم وتحليل توافر المقومات الأساسية اللازمة لنجاح النظام (تقدير الموقف (SWOT Analysis؛ وذلك عن طريق جمع أكبر قدر من البيانات والمعلومات بشكل مفصل وعميق وأكثر دقة، حيث اعتمدت الباحثة على أسلوب الحصر الشامل لمجتمع الدراسة والذي تمثل في الوحدات الحسابية بجامعة الزقازيق والبالغ عددهم 16 وحدة حسابية، وقد تم الوقوف على أهم المشاكل والمعوقات التي تواجه تطبيق نظام GFMIS والتي أدت إلى بطء تنفيذه، وأيضاً القدرات الذاتية للنظام؛ وذلك لتطوير المنظومة الرقابية وتحقيق الاستفادة الكاملة الحقيقية منها، وتيسير الإجراءات اللازمة لأداء الخدمات العامة بكفاءة وفعالية مع الحفاظ على المال العام. كما قامت الدراسة بإلقاء الضوء على أهم نظم حوسبة إدارة المال العام وتوضيح أثر تطبيق هذه النظم على تطوير الرقابة على المال العام، وذلك من خلال تناول هدف ومكونات كل نظام وموقف التنفيذ الفعلي للنظام. وقد توصلت الدراسة إلى المقترح الاسترشادي لتطبيق نظام GFMIS ؛ ومن خلال ذلك المقترح سيتم تقديم الإجراءات والإصلاحات المطلوبة والقابلة للتطبيق لحل المشاكل التي تعيق كفاءة وفاعلية تطبيق النظام وتحقيق التكامل بين كافة الأنظمة المالية الأخرى. وقد أوصت الدراسة بضرورة الاهتمام بتطوير أبعاد نظم إدارة المعلومات المالية الحكومية GFMIS والنظم الفرعية المكملة له من نظم الدفع والتحصيل الإلكتروني GPS & GPOS مع تطوير الفكر الرقابي وتوافر الرؤية الرقابية السليمة، وبالتالي تحسين جودة النظام الرقابي.

This study aimed to evaluate the government financial information management system (GFMIS) and its impact on government units at Zagazig University. The study population, which contributed to increasing the researcher's insight through evaluating and analyzing the availability of the basic ingredients necessary for the success of the system (Situation Estimation SWOT Analysis); This is done by collecting the largest amount of data and information in a detailed, deep and more accurate manner, as the researcher relied on the method of comprehensive enumeration of the study community, which was represented in the arithmetic units at the University of Zagazig, which numbered 16 units of account. The most important problems and obstacles facing the application of the GFMIS system, which led to its slow implementation, were identified, as well as the system's own capabilities; This is to develop the oversight system and achieve real full benefit from it, and facilitate the procedures necessary to perform public services efficiently and effectively while preserving public money. The study also sheds light on the most important computerization systems for public money management and clarifies the impact of applying these systems on the development of control over public money, by addressing the objective and components of each system and the position of the actual implementation of the system. The study reached the guiding proposal for the application of the GFMIS system; Through this proposal, the required and applicable procedures and reforms will be presented to solve problems that hinder the efficiency and effectiveness of applying the system and achieving integration between all other financial systems. The study recommended the need to pay attention to developing the dimensions of government financial information management systems (GFMIS) and its complementary sub-systems of electronic payment and collection systems (GPS & GPOS), with the development of supervisory thinking and the availability of sound supervisory vision, and thus improving the quality of the supervisory system.
