المستخلص: يسعى هذا البحث إلى تسليط الضوء على التطور التنظيمي والسياسي في عمل حزب العدالة والتنمية المغربي، خلال المدة ( ۱۹۹۹ - ۲۰۰۲) إذ شكلت المشاركة السياسية لحزب العدالة والتنمية أهمية كبيرة في برامج الحزب فقد كانت أول مشاركة سياسية شارك فيها الحزب في العملية السياسية المغربية عام ۱۹۹۷ وذلك من خلال مشاركته في الانتخابات التشريعية التي أجريت في ١٤ / تشرين الثاني/ ۱۹۹۷، وقد حصل فيها الحزب على تسعة مقاعد مكنته من دخول البرلمان وكانت تلك المشاركة باسم حزب الحركة الشعبية الدستورية الديمقراطية، ونتيجة التشابه في أسماء الأحزاب السياسية المغربية فقد قرر حزب العدالة والتنمية عقد مؤتمره الرابع عام ۱۹۹۹ من أجل اختيار اسم جديد للحزب ليمكنه من ممارسة عمله السياسي داخل الساحة السياسية المغربية. اختار الحزب اسم العدالة والتنمية من الشعار الذي شارك به في الانتخابات التشريعية لعام ۱۹۹۷، وبعد إجراء الانتخابات الجزئية عام ۱۹۹۹ وتمكن الحزب من زيادة عدد مقاعده والتي مكنته من تشكيل فريق برلماني داخل مجلس النواب، لذا قرر الحزب الانتقال إلى صفوف المعارضة بعد أن كان من ضمن الأحزاب السياسية التي ساندت حكومة التناوب، فضلاً عن الدور الذي قدمه الحزب داخل البرلمان بعد انتقاله إلى المعارضة البرلمانية عام ٢٠٠٠.

This study aims to provide insights into the organizational and political evolution of the Moroccan Justice and Development Party between 1999 and 2002. The research focuses on the significant role played by the party's political participation in shaping its programs. In 1997, the Moroccan political landscape witnessed the initial engagement of a particular party in the political process. This involvement materialized through the party's active participation in the legislative elections held on November 4, 1997. As a consequence of its successful performance, the party secured nine seats, thereby gaining entry into the parliament. It is important to note that this political participation occurred under the banner of the Democratic Constitutional People's Movement Party. Given the existence of multiple political parties in Morocco with similar names, the Justice and Development Party subsequently made the decision to differentiate itself. The party convened its fourth conference in 1999 with the purpose of selecting a new appellation that would facilitate the execution of its objectives. The political party adopted the name "Justice and Development" based on the slogan it used during the 1997 legislative elections. Following the 1999 partial elections, the party experienced a significant increase in its number of seats, allowing it to establish a parliamentary presence in the House of Representatives. Consequently, the party made the strategic decision to transition into the opposition camp, having previously been aligned with other political parties. This inquiry pertains to the political party that advocated for the implementation of a rotation government, as well as the subsequent role assumed by said party within the parliamentary opposition subsequent to the year 2000.
