تناول البحث بيان ماهية الاستثمار الأجنبي وأهميته ومحدداته، وبيان بعض التجارب الدولية مثل ماليزيا، والهند، إندونيسيا وتقييم جهود مصر في تعزيز بيئة الاستثمار. وتوضيح المؤشرات الدولية الحاكمة لبيئة الاستثمار كسهولة أداء الأعمال، والحرية الاقتصادية والتنافسية العالمية ومدركات الفساد ودرجة مصر في هذه المؤشرات مقارنة بدول المقارنة. وتناول البحث هذا من خلال: المبحث الأول: الإطار المفاهيمي للدراسة تم تناوله من خلال مفهوم الاستثمار الأجنبي المباشر وأشكاله ومحدداته، وأهمية الاستثمار الأجنبي المباشر وعلاقته بالنمو الاقتصادي. المبحث الثاني: تجارب دولية في جذب الاستثمار الأجنبي المباشر وتداعياته تم تناوله من خلال بيان دور مصر ودول المقارنة (إندونيسيا- الهند- ماليزيا) في تهيئة بيئة الاستثمار الأجنبي، وبيان تدفقات الاستثمار الأجنبي المباشر، وأثر ذلك على نمو الناتج المحلي الإجمالي. المبحث الثالث: المؤشرات الدولية وتدفقات الاستثمار الأجنبي المباشر: تم من خلاله تناول المؤشرات الدولية الحاكمة لبيئة جذب الاستثمار مثل سهولة ممارسة أداء الأعمال ومؤشرات الحرية الاقتصادية، ومؤشر التنافسية العالمية، ومؤشر ومدركات الفساد وعلاقتها بتدفقات الاستثمار الأجنبي المباشر. وانتهي البحث إلى وجود علاقة وثيقة بين المؤشرات الدولية لجذب الاستثمار الأجنبي وتدفقات الاستثمار الأجنبي المباشر، وأن الدولة المصرية حصلت على مرتبة متأخرة فيها لذا عليها بذل جهود لتعزيز بيئة الاستثمار لزيادة تدفقات الاستثمار الأجنبي المباشر الواردة إليها.
The research dealt with a statement of the nature, importance and determinants of foreign investment, an explanation of some international experiences such as Malaysia, India, Indonesia, and an evaluation of Egypt's efforts to enhance the investment environment. And clarifying the international indicators governing the investment environment, such as ease of doing business, economic freedom, global competitiveness, corruption perceptions, and Egypt's degree in these indicators compared to comparison countries. The research dealt with this through: The first topic: the conceptual framework of the study: It was addressed through the concept of foreign direct investment, its forms and determinants, and the importance of foreign direct investment and its relationship to economic growth. The second topic: International experiences in attracting foreign direct investment and its repercussions: It was addressed by explaining the role of Egypt and the comparison countries (Indonesia - India - Malaysia) in creating the environment for foreign investment, and showing the flows of foreign direct investment, and its impact on the growth of GDP. The third topic: International indicators and foreign direct investment flows: It dealt with the international indicators governing the environment for attracting investment in the world, such as the ease of doing business, indicators of economic freedom, the global competitiveness index, and the corruption perception index. The research concluded that there is a close relationship between the international indicators for attracting foreign investment and the flows of foreign direct investment, and that the Egyptian state has ranked behind in it, so it must make efforts to enhance the investment environment and increase foreign direct investment flows.
