على الرغم من أنه من المفترض أن تنظيمات المجتمع المدني ترتبط في أساسها بالتكوينات الاجتماعية التي تقوم على أسس إنجازية حديثة كالتعليم والمهنة والدخل والطبقة، إلا أن الواقع الاجتماعي في العديد من دول العالم العربي انعكس على بنية تنظيمات المجتمع المدني وخاصة الجمعيات الأهلية، فهناك جمعيات أهلية نشأت مرتبطة بالانتماءات العائلية والقرابية وأصبحت تعبر عن هذه الانتماءات، فبدلا من أن تسهم تلك الجمعيات في تقديم بدائل موضوعية للانتماء على النحو الذي يقلص من الانقسامات التي تمثلها الانتماءات العائلية، أصبحت هذه الجمعيات أدوات لتكريس هذه الانتماءات. هذا الوضع أدى إلى ضعف بنية الجمعيات ومحدودية نجاحها في استقطاب مشاركة شعبية واسعة، ناهيك عن غياب آليات العمل الديموقراطي داخل هذه الجمعيات، ليس هذا فحسب بل وبشكل عام ارتباط الجمعيات بمجموعة محدودة من الأشخاص، الأمر الذي يؤدي إلى ضعف تجديد الدماء وحرمان الجمعيات من كفاءات جديدة، قد تكون قادرة على تقديم خدمات وأفكار للعمل التطوعي، ومن ثم ضعف الثقة من الجمهور في مصداقية تلك الجمعيات وما يترتب عليها من غياب ثقافة التطوع والمساءلة والشفافية لأنشطة الجمعيات. وسعت الدراسة نحو التعرف على مدي ما تلعبه الانتماءات العائلية والعلاقات القرابية من أدوار في غياب ثقافة التطوع للعمل الأهلي، وتوضيح مدي انتشار العلاقات القرابية وتأثيرها على ثقافة التطوع للعمل الأهلي. وكشفت نتائج الدراسة أن انتشار العلاقات القرابية والانتماءات العائلية داخل تنظيمات المجتمع المدني، أثر على نشر ثقافة التطوع للعمل الأهلي والخيري بين جموع المواطنين، كما ولد لدي البعض الآخر إحساسا بعدم الرغبة في تواجده داخل تلك التنظيمات. وتضمنت الدراسة الراهنة ثلاثة مفاهيم رئيسية وفرعية هي العلاقات القرابية أو العائلية- ثقافة التطوع- العمل الأهلي.
Although it is assumed that civil society organizations are basically linked to social formations that are based on modern achievement foundations such as education, profession, income and class, the social reality in many countries of the Arab world is reflected in the structure of civil society organizations, especially NGOs, there are NGOs that have emerged They are linked to family and kinship affiliations and have become an expression of these affiliations. Instead of these associations contributing to providing objective alternatives to affiliation in a way that reduces the divisions represented by family affiliations, these associations have become tools to perpetuate these affiliations. This situation has led to the weak structure of associations and their limited success in attracting broad popular participation, not to mention the absence of democratic work mechanisms within these associations, not only that, but in general associations are linked to a limited group of people, which leads to weak renewal of blood and depriving associations of new competencies, may be able to provide services and ideas for volunteer work, and then the lack of confidence from the public in the credibility of these associations and the consequent absence of a culture of volunteering, accountability and transparency for the activities of associations. The study sought to identify the extent to which family affiliations and kinship relations play in the absence of a culture of volunteering for civil work, and to clarify the extent of the spread of kinship relations and their impact on the culture of volunteering for civil work. The results of the study revealed that the spread of kinship relations and family affiliations within civil society organizations affected the dissemination of the culture of volunteering for civil and charitable work among the masses of citizens. The current study included three main and sub-concepts: kinship or family relations- volunteer culture- civil work.
