المستخلص: هدفت هذه الدراسة إلى الكشف عن واقع التحول الرقمي ببلدية برج بوعريريج، من خلال التتبع التاريخي لأهم الخطوات التي مر بها المشروع، والتعرف على أهم المعوقات التي واجهت تطبيقه الفعلي على أرض الواقع بزاوية سوسيوتنظيمية تحليلية. الهدف هو تحليل الوضع الراهن ومحاولة الخروج بمجموعة من النتائج والحلول التي من شأنها المساعدة على تحويل الأعمال والخدمات الإدارية التقليدية إلى أعمال وخدمات إلكترونية، بما يحقق الاستخدام الأمثل للخدمات بسرعة عالية ودقة متناهية، وتوصلت الدراسة إلى الإجابة عن التساؤل العام الإشكالية دراستنا إلى أين وصل مشروع التحول الرقمي ببلدية برج بوعريريج؟ وما هي أهم العراقيل التي تقف أمام نجاحه؟ وكيف يمكن الوصول لبلدية إلكترونية تستجيب لمتطلبات العالم الرقمي؟ وكشفت النتائج تسجيل تأخر كبير في تطبيق مشروع الإدارة الإلكترونية ببلدية برج بوعريريج نتيجة عدم توفر البيئة المناسبة للتعامل مع متطلبات التحول الرقمي بهذه المؤسسة، خاصة إذا ما تعلق الأمر بجانب الاستثمار في الرأس المال البشري.

This study aims to shed light on the reality of the digital transition in the municipality of Bordj Bou Arréridj. It explores the most important historical stages that the project has taken, and identifies the most frequent obstacles during its implementation, on a socio-organizational level. The study aims to analyze the current situation and attempts to identify a set of results and solutions that contributed to the smooth transition from traditional administrative services to digital services. The goal is to obtain fast, precise, and efficient services, because the municipalities are called today more than ever to adapt their methods of work and treatment with citizens according to the changes that have occurred at the level of society and its social system. The study came to an answer to the general questions of the problem of our study: What is the current status of the digital transition project of the municipality of Bordj Bou Arréridj? What are the main frequent obstacles to its application? How to achieve a digital municipality that meets the requirements and current evolution? We finally concluded that there is a significant delay in its implementation, due to the absence of the ideal conditions to adapt to the climate of digital transition.

Cette étude visait à révéler la réalité de la transformation numérique dans la commune de Bordj Bou Arreridj, à travers une restitution historique des étapes traversées par la réalisation de ce projet, et afin d’identifier les obstacles rencontrées dans sa mise en oeuvre sur le terrain, en suivant une approche socioorganisationnel et analytique. L'objectif est d'analyser la situation actuelle et d'essayer de proposer un ensemble de recommandations et de solutions qui aideront à transformer les services commerciaux et administratifs traditionnels en services électroniques, afin de parvenir à leur utilisation optimale pour un de temps la recherche d’une meilleure précision. Dans ce cadre, nous avons cherché aux interrogations de recherche de notre étude: Qu’on est –il de la réalisation du projet de transformation numérique de la commune de Bordj Bou Arreridj? Quels sont les principaux obstacles de sa réussite? Comment est-il possible d'atteindre l’objectif d’une municipalité électronique qui réponde aux exigences du monde numérique? Les résultats ont révélé un retard important dans la mise en oeuvre du projet de gestion électronique dans la commune de Bordj Bou Arreridj, à cause de l'absence d'un environnement approprié notamment en matière d'investissement dans le capital humain
