المستخلص: يعتبر مفهوم المواطنة من أكثر المفاهيم في العلوم السياسية والاجتماعية تركيبا وتعقيدا، ليس فقط على مستوى التطور التاريخي الذي شهده ولا يزال يلحق به إلى يومنا هذا على نحو يزيد من تعقيد دراسته والتعامل معه كمفهوم، بل وعلى مستوى الأبعاد التي تراكمت مع مرور الزمن. تهتم هذه الورقة بتحليل هذه الأبعاد من خلال دينامية هذا المفهوم كنتاج لحركة الفرد الجزائري في نضاله من أجل الحصول على حقوقه داخل المجتمع، وهذا بتحليل الصورة التي بناها الفرد الجزائري عن الفاعل السياسي من خلال مخاطبته للمسؤول في النظام السياسي في قراءة للسياق الجزائري مع استخراج مقومات ومعوقات قيام ثقافة المواطنة في المجتمع الجزائري.

The concept of citizenship is one of the most difficult to grasp in the politics and social sciences. Its complex historical development and ongoing evolution contribute to the difficulties in studying and comprehending it as a concept. Moreover, citizenship has accumulated various dimensions over time, further complicating the matter. The purpose of this paper is to examine these dimensions through the dynamism of citizenship as a product of the Algerian individuals’ movement in his fight for social rights. This is accomplished by examining the image of the political actor that Algerian individuals have created through their interaction with political officials. Additionally, the paper analyses the components and barriers that hinder the establishment of a culture of citizenship in Algerian society through an analysis of the Algerian context.

La notion de citoyenneté est l'une des plus difficiles à appréhender en politique et en sciences sociales, non seulement en raison de la complexité du développement historique dont il a été témoin et qu'il continue de suivre jusqu'à ce jour, mais également de la difficulté de l'étudier et de le traiter en tant que concept. Le but de cet article est d'examiner ces dimensions à travers le dynamisme de cette notion en tant que produit du mouvement de l'individu algérien dans son militantisme pour les droits sociaux. Ceci nous amène à examiner l'image de l'acteur politique que l'individu algérien a créé à travers son discours sur le responsable politique. Dans ce cadre l’analyse des composantes et les obstacles à l'instauration d'une culture de la citoyenneté dans le contexte algérien apporte des éléments de compréhension de cette problématique.
