|a شكل تبني دستور 2011 قفزة نوعية في مجال تكريس الحقوق والحريات، جعلت منه ميثاقا حقيقيا لها. فقد تجاوز المشرع الدستوري المغربي حالة الجمود والثبات التي كانت تعرفها الدساتير السابقة في شقها المرتبط بدسترة الحقوق والحريات، محدثا بذلك ثورة على مستوى نمط هذه الدسترة. فمن خلال الغوص في ثنايا الوثيقة الدستورية لسنة 2011، يلاحظ أن مجال الحقوق والحريات قد عرف توسعا كبيرا، سواء من خلال التزام المغرب بحقوق الإنسان كما هي متعارف عليها دوليا، وعبر الاعتراف بسمو الاتفاقيات الدولية على التشريعات الوطنية، وكذا من حيث حجم الحقوق والحريات التي تم تكريسها والتفصيل فيها في صلب الدستور بمختلف أجيالها.
|b The adoption of the 2011 constitution constituted a qualitative leap in the field of enshrinement of rights and freedoms, which made it a real charter for them. The Moroccan constitutional legislator has overcome the state of stagnation and steadfastness that previous constitutions knew in the part related to the constitutionalization of rights and freedoms, thus causing a revolution at the level of the pattern of this constitutionalization. By diving into the folds of the constitutional document of 2011, it is noted that the field of rights and freedoms has witnessed a great expansion, both through Morocco's commitment to human rights as they are internationally recognized, and through recognizing the transcendence of international conventions over national legislation, as well as in terms of the volume of rights and freedoms that have been granted, and detailed at the core of the constitution with its various generations.
