المستخلص: Territorial intelligence and local LIS information systems are essential levers for promoting sustainable development at the territorial level. In this article, we explore their importance in the specific context of the municipalities of the wilaya of Bejaïa. We adopt a monographic approach supported by the use of GIS geographic information systems, to exploit two LIS: the local administration management information system and the programming and monitoring management information system budget of the wilaya of Bejaia during the period 2016 -2020. The critical examination of the use of these two systems by local actors and their local decision-makers in the wilaya of Bejaia allows us to conclude that there is very little use, or even appropriation, of these decision-making tools by these actors, which appropriation raises issues in terms of local governance, public management and sustainable territorial development.

L'intelligence territoriale et les systèmes d'information locaux SIL sont des leviers essentiels pour promouvoir un développement durable au niveau des territoires. Dans cet article, nous explorons leur importance dans le contexte spécifique des communes de la wilaya de Bejaïa. Nous adoptons une approche monographique appuyée par l’utilisation des systèmes d’information géographique SIG, pour exploiter deux SIL: le système d'information de direction de l’administration locale et le système d’information de la direction de la programmation et du suivi budgétaire de la wilaya de Bejaia durant la période 2016 -2020. L’examen critique de l exploitation de ces deux systèmes par les acteurs locaux et leurs décideurs locaux de la wilaya de Bejaia nous permet de conclure à une très faible utilisation, voire appropriation de ces outils d’aide à la décision par ces acteurs, laquelle appropriation soulève des enjeux en termes de gouvernance locale, de management public et de développement territorial durable.
