المستخلص: يُعد التعليم قاطرة التقدم وأساس البناء والتنمية والحراك الاجتماعي الموجه نحو المستقبل؛ نظراً لأنه الوسيلة الرئيسية للتنمية عن طريق الاستثمار في رأس المال البشري الذي يعد أغلى أنواع الاستثمارات على الإطلاق، وتعاني مؤسسات التعليم الجامعي في العالم العربي العديد من المشكلات التي تعوق أداء رسالتها وتحد من قدرتها على إعداد الكوادر البشرية المؤهلة المدربة تدريباً عالياً لمقابلة احتياجات سوق العمل والوفاء بمتطلبات التنمية الشاملة، ومن أهم هذه المشكلات نقص التمويل أو ضعف القدرات التمويلية للجامعات، مما يدفعنا إلى التفكير في الوسائل التي يمكن من خلالها تحسين القدرات المالية للجامعات من خلال تقديم بعض المصادر البديلة لتمويل الذاتي للجامعات عن طريق تطبيق مفهوم الجامعة المنتجة. وتحاول الدراسة الحالية الإجابة عن التساؤل التالي " كيف يمكن للجامعة المنتجة أن تقدم حلولاً إبداعية لزيادة القدرات المالية لدى الجامعات وأن توفر مصادر بديلة للتمويل الحكومي للتعليم الجامعي ؟"، وتقترح مجموعة من المصادر البديلة للتمويل الذاتي للجامعات، مما يسهم في زيادة قدراتها المالية وتخفيف العبء عن الموازنات الحكومية للتعليم الجامعي، وفي ذات السياق المحافظة على الجودة والفعالية التعليمية؛ وذلك بتطبيق صيغة الجامعة المنتجة، والتي توصي الدراسة بالأخذ بها وتوفير متطلباتها ومقوماتها وفق خطة متوازنة ومتدرجة للموارد والإمكانات والمقومات اللازمة لتطبيقها وضمان نجاحها في أداء رسالتها وتحقيق الأهداف المرجوة منها بكفاءة وجودة عالية.

Education is the locomotive of progress and the basis for construction, development and future-oriented social mobility; Since it is the main means of development by investing in human capital, which is the most expensive type of investment at all, university education institutions in the Arab world suffer from many problems that hinder the performance of their mission and limit their ability to prepare highly trained qualified human cadres to meet the needs of the labor market and fulfill Comprehensive development requirements, and the most important of these problems is the lack of funding or the weakness of the financing capabilities of universities, which prompts us to think about the means by which the financial capabilities of universities can be improved by providing some alternative sources of self-financing for universities by applying the concept of a productive university. The current study attempts to answer the following question: "How can a productive university provide creative solutions to increase the financial capabilities of universities and provide alternative sources of government funding for university education?" , It proposes a set of alternative sources of self-financing for universities, which contributes to increasing their financial capabilities and reducing the burden on government budgets for university education, and in the same context maintaining educational quality and effectiveness; by applying the productive university formula, which the study recommends taking into account and providing its requirements and components according to a balanced and gradual plan. The resources, capabilities, and ingredients necessary for its implementation, ensuring its success in performing its mission, and achieving its desired goals with high efficiency and quality.
