كما هو معروف لدي المختصين خصوصا والناس عموما أن الموارد الاقتصادية وبشكل خاص الطبيعية منها هي نادرة وبالتالي فإن علي الإدارة المعنية باتخاذ القرار الخاص باستخدام تلك المواد( عامة كانت أم خاصة) أن تهتم بالا مثلية أي أن يكون القرار الاستثماري المتخذ مثلا والذي يعني أفضل استخدام ممكن للموارد مع أقل الكلف الممكنة أن ذلك بدوره يفرض علي الإدارات المشار إليها أن تقوم بتقييم ما تم إقراره بعد تنفيذ القرار الاستثماري ( تنفيذ وإنشاء المشروع الاستثماري) الذي يتضمن مقارنة تنفيذه أو تحقيقه ضمن المشروع المعني مع الأهداف التي حددت له ( المشروع). أن القيام بهذا التقييم سيعمل علي الوقوف علي مكامن الخلل أن وجدت في الأداء وبالتالي السعي لمعالجتها والأخيرة تعني تحسين الأداء وتطوير مستوي الإنتاج كما ونوعا. واستنادا إلي ذلك تم تطبيق عدد من المؤشرات الخاصة بتقييم الأداء في هذا البحث وذلك لتحقيق المذكور ضمن الفترة المحددة فيه ( 1999-2009). تكمن أهمية البحث في استخدام الأساليب الإحصائية الحديثة والنماذج القياسية لتقييم كفاءة الأداء للنشاط الاقتصادي للمعمل اعتمادا علي الجانب النظري للدراسة وتقارير النشاط الإنتاجي السنوي الصادر عن المعمل للفترة (1999-2009). يتألف البحث من ثلاثة مباحث رئيسية، يتناول الأول ( مفهوم تقييم كفاءة الأداء وأهميته) كأساس نظري للمفاهيم والمؤشرات المستخدمة في الجانب التطبيقي ضمن المبحثين الثاني والثالث، أما الثاني فقد ركز علي استخدام الأساليب الإحصائية لغرض تقييم كفاءة الأداء الاقتصادي للمعمل. والثالث اهتم بتطبيق النماذج الاقتصادية القياسية والسعي لاختيار الدالة الأفضل. وقد ظهر خلال الجانب الميداني للدراسة إن عدم استقرار مستوي كفاءة أداء النشاط الاقتصادي للمعمل( عينة الدراسة) خلال فترة البحث يعود إلي استخدام الآلات المتقادمة تكنولوجيا والصيانة غير المنتظمة مما أدي إلي عدم استغلال الطاقة الإنتاجية للمعمل بالشكل المطلوب فضلا عن وجود المنتجات البديلة والمنافسة لمنتج المعمل، كل ذلك أدي إلي عدم الإسهام في خلق القيمة المضافة علي المستوي المطلوب والذي أدي بدوره إلي انخفاض حجم الأرباح في المعمل ككل. أخيرا، توصل البحث إلي جملة من الاستنتاجات واستنادا إليها تم تقديم عدد من المقترحات الخاصة بعمل ( موضوع الدراسة ) لتحسين مستوي كفاءة الأداء فيها والتي يمكن الاستفادة منها في مجال تخطيط ورسم السياسات الاقتصادية. \
As it is well known to the public in general and in particular to the specialists, the economic resources especially the natural ones are scarce, consequently the related departments are asked to take specific decisions to use those resources (whether they are public or private) and to be interested in the optimality, that is the investment decision due to be taken must be optimum, which means the best possible using of the resources with the least costs possible. This in turn oblige the referred departments to evaluate what has been passed after the implementation of the investment decision (the implementation and the establishment of the Investment project), which involves comparing what has been implemented or achieved within the project concerned with the objectives assigned to it (the project). Doing this assessment will help in knowing the causes of deficiencies, if there is any, in the performance and thus seeking to address and solve them which means improving the performance and developing the level of production both in quantity and quality. Accordingly a number of performance assessment indicators were applied in this research to achieve what is mentioned during the specified period mentioned in the study (1999-2009). The importance of the research is rested in the application of the modern statistical methods and the econometric models for performance evaluation of the efficiency performance to the economic activity of the plant depending on the theoretical framework of the study and the annual reports of the production activities issued by the plant for the period(1999-2009). The researched consists of three main sections, the first one deals with (the concept of assessing the efficiency performance and it's importance) as the theoretical basis to the concepts and the applied indicators in the empirical framework within the next two sections, while the second section focused on applying the statistical methods for the purpose of assessing the economic efficiency performance of the plant. And the third section is concerned with the application of econometric models and seeking to select the best function. It was shown during the field study that the instability of the level of the efficiency performance of the economic activity of the plant (the sample of the study) is due to the use of technologically obsolete machinery, irregular maintenance which had lead to the improper use of the potential productive capacity of the plant in addition to the existence of alternative products and the competition to the factory's products , all of the aforementioned factors led to the lack of contribution in creating the value added at the required level, which in turn led to declining the profits in the 'plant as a whole. Finally, the research reached to a number of conclusions, consequently stated a number of recommendations for the subjected plant to improve the level of the efficiency performance, which can be used in planning and designing economic policies. \
