المستخلص: تتناول الورقة مجموعة من نماذج الإدارة الأهلية لفض النزاع في إقليم دارفور وتهدف الورقة إلى تحليل دور الإدارة الأهلية في تسوية النزاعات في دارفور، الوقوف على واقع العلاقة ما بين الإدارة الأهلية وأطراف النزاع، معرفة دور الإدارة الأهلية في نظم الحكم المحلي في دارفور، بيان مسببات النزاعات في دارفور، استخدام المنهج الوصفي التحليلي وذلك بوصف وتحليل واقع الحياة السياسية في دارفور وكذلك المنهج التاريخي لتتبع نشأة وتطور النزاعات في دارفور عبر الفترات التاريخية والدور الذي قامت به الإدارة الأهلية، توصلت الورقة إلى مجموعة من النتائج من أهمها الغياب التام لبعد التنموي في قرارات وتوصيات مؤتمرات الصلح في معالجتها للنزاعات القبلية في دارفور، فشل مؤتمرات الصلح القبلي عبر تاريخها الطويل خلال فترة الاستعمار والحكم الوطني في تحقيق حل النزاعات القبلية، خرجت الورقة بمجموعة من التوصيات من أهمها لقد أقيمت مؤخرا مراكز لدراسات السلام بجامعات دارفور الثلاث (الفاشر، نيالا، زالنجي)، على المسئولين في مختلف المستويات تشجيع وتمكين هذه المراكز لتقوم بالدراسات العلمية للظاهرة حتى يستفيد منها المجتمع ومتخذي القرار، تقوية مؤسسات الدولة عن طريق دعم شرعيتها عبر إفساح المجال المشاركة العامة على أسس ديمقراطية، مع تشجيع قيام مؤسسات المجتمع المدني حتى تشكل بديلا للمؤسسة القبلية.

The paper deals with a set of models of the native administration for resolving the conflict in the Darfur region. The paper aims to analyze the role of the native administration in settling conflicts in Darfur, to stand on the reality of the relationship between the native administration and the parties to the conflict, to know the role of the native administration in the systems of local governance in Darfur, and to explain the causes of conflicts. In Darfur, the use of the descriptive analytical approach by describing and analyzing the reality of political life in Darfur as well as the historical approach to trace the emergence and development of conflicts in Darfur through historical periods and the role played by the native administration. Reconciliation in dealing with conflicts tribal conflicts in Darfur, the failure of tribal reconciliation conferences throughout its long history During the period of colonialism and national rule in order to achieve a solution to tribal conflicts, the paper came out with a set of recommendations, the most important of which is that centers for peace studies have recently been established in the three universities of Darfur (El-Fasher, Nyala, Zalingei). Officials at various levels should encourage and enable these centers to carry out scientific studies of the phenomenon in order to benefit Including society and decision makers, strengthening state institutions by supporting their legitimacy by allowing public participation on democratic bases, while encouraging the establishment of civil society institutions to serve as an alternative to the tribal institution.
