المستخلص: هدفت الدراسة إلى التعرف على تحديات وفرص التنمية السياحية المستدامة ببلدية شحات، وتشخيص واقعها، وتحديد تلك الصعوبات التي تحول دون القيام بتنمية سياحية مستدامة. كما هدفت الدراسة إلى التعرف على الدور المهم الذي تلعبه السياحة في خلق التنمية من خلال تسليط الضوء على البعد الاقتصادي والاجتماعي والبيئي للسياحة. تمثلت مجتمع وعينة الدراسة في أهم (3) من المسؤولين عن شؤون البلدية وقطاع السياحة، وتم استخدام الأسلوب الكيفي Qualitative وليس الكمي Quantitative وذلك من خلال إجراء مقابلات شخصية مع المسؤولين في حدود نطاق منطقة الدراسة. أظهرت الدراسة جملة من النتائج أهمها وجود خلافات بين الأطراف الأكثر فعالية في عملية التنمية السياحية، فضلا على عدم نقل اختصاصات البلدية يضعف من دورها في التنمية وكذلك العشوائية القائمة علية الحركة السياحية وعدم الوعي المجتمعي بأهمية أماكن الجذب السياحي. أوصت الدراسة بضرورة الوصول إلى توافق بين تلك الأطراف، والاستغلال الأمثل للفرص التي تحظى بها البلدية، وكذلك إعطاء فرصة أكبر للقطاع الخاص، وهذا كله من أجل الوصول إلى التنمية السياحية المرجوة.

The study aimed to identify the challenges and opportunities of sustainable tourism development in the municipality of Shahat, diagnose its reality, and identify those difficulties that prevent sustainable tourism development. The study also aimed to identify the important role that tourism plays in creating development by shedding light on the economic, social and environmental dimension of tourism. The study population and sample consisted of the most important (3) of those responsible for municipal affairs and the tourism sector, and the qualitative method was used, not quantitative, by conducting personal interviews with officials within the scope of the study area. The study showed a number of results, the most important of which is the existence of differences between the most effective parties in the tourism development process, as well as the failure to transfer the municipality’s competencies weakens its role in development, as well as the randomness based on the tourism movement and the lack of community awareness of the importance of tourist attractions. The study recommended the need to reach consensus between these parties, and to make optimal use of the opportunities that the municipality enjoys, as well as giving a greater opportunity to the private sector, and all this in order to reach the desired tourism development.
