المستخلص: تناول هذا البحث وثائق التعويضات لمنكوبي الفيضانات والسيول دراسة وثائقية تاريخية، والتدابير والاحتياطات التي اتخذتها الحكومة لدرء خطر الفيضان والسيول عن البلاد، وقد تعددت هذه التدابير، فمنها التدابير الإدارية، ومنها التدابير الوقائية التي تنوعت واختلفت كمراقبة الجسور وتقويتها، ومسألة فتح الحياض قبل ميعادها لتخفيف حدة الفيضان، ومنها وقاية المحاصيل الزراعية من الغرق ونقل الحبوب الغذائية إلى الجهات الآمنة بالقاهرة والإسكندرية، وأخيرا التدابير الصحية بالإضافة إلى مسألة مناسيب النيل وتصرفاته وأثرها على تدابير واحتياطات الحكومة، وكذلك أثر الفيضانات والسيول على المحاصيل الزراعية سواء بالغرق أو التلف وعلى المنازل سواء بهدمها أو بغرقها، وتم عرض حصر لمعظم الجهات المنكوبة التي تأثرت محاصيلها ومنازلها بالفيضانات والسيول، وتناول البحث أيضا مسألة إعانة منكوبي الفيضانات والسيول، وقد تنوعت الإعانات فمنها إيواء المنكوبين وتوزيع الخيام عليهم، أو توزيع إعانات مالية لإيجاد مساكن لهم، أو توزيع بعض الإعانات الغذائية من قمح وخبز على غير القادرين على الكسب منهم، وقد تم عرض حصر لجميع الجهات المنكوبة، والتي تم تقديم مساعدة لها سواء أكانت خيام أو دقيق أو نقود. ويهدف هذا البحث إلى دراسة وثائق التعويضات لمنكوبي الفيضانات والسيول دراسة وثائقية تاريخية، وهذه الوثائق ضمن المتكاملة الأرشيفية لوثائق وزارة الشئون الاجتماعية، وتركز على النشأة والتطور التاريخي لهذه الوثائق، وكذلك اختصاصاتها، وهيكلها التنظيمي، والدور الذي قامت به الوزارة في درء خطر الفيضانات والسيول، بالإضافة إلى إعداد دراسة أرشيفية متمثلة في إعداد بطاقات وصف أرشيفي للسلسلة، وبطاقات وصف لنماذج من الملفات، وقائمة حصرية تاريخية لملفات وثائق التعويضات لمنكوبي الفيضانات والسيول، وأيضا إعداد دراسة دبلوماتية للوثائق وفقا لعلم الدبلوماتيك الحديث، وكان من أهم النتائج التي توصل إليها الباحث: السياسة الارتجالية التي اتبعتها الحكومة في مسألة فتح الحياض قبل مواعيدها، حيث قام الفلاحون بفتح الحياض بالاستعجال وحصد محصولاتهم قبل نضجها مما تسبب في خسائر فادحة.

This research deals with compensation documents for those affected by floods and torrents, a historical documentary study, and the measures and precautions taken by the government to ward off the danger of floods and torrential rains from the country. timed to mitigate the severity of the flood, Including the protection of agricultural crops from drowning and transporting food grains to safe authorities in Cairo and Alexandria, and finally health measures in addition to the issue of Nile levels and its actions and their impact on government measures and precautions, as well as the impact of floods and torrents on agricultural crops, whether by drowning or damage, and on homes, whether by demolishing or drowning them, An inventory of most of the affected areas whose crops and homes were affected by floods and torrents was presented. The research also dealt with the issue of subsidizing the victims of floods and torrents. Subsidies varied, including sheltering the afflicted and distributing tents to them, or distributing financial subsidies to find housing for them, or distributing some food subsidies of wheat and bread. those who are unable to earn from them, An inventory of all the afflicted parties was presented, and assistance was provided to them, whether it was tents, flour or money. This research aims to study the compensation documents for those affected by the floods and torrents, a historical documentary study, And the role played by the Ministry in averting the danger of floods and torrents, in addition to preparing an archival study represented in preparing archive description cards for the series, description cards for sample files, and a historical exclusive list of files for compensation documents for those affected by floods and torrents, as well as preparing a diplomatic study of documents according to the knowledge Modern diplomacy, and one of the most important findings of the researcher was: the improvisational policy adopted by the government in the issue of opening the menstruation ahead of time, where the farmers opened the menstruation in haste and harvested their crops before their maturity, which caused heavy losses.
