المستخلص: إذا كانت نظرية العقد الاجتماعي التي دافع عنها توماس هوبز وجون لوك وجان جاك روسو تعد اللبنة الأولى لتقرير مبدأ سيادة الأمة، والتي يعد الحاكم والمحكوم طرفي هذا العقد، فإن نظرية العقد السياسي التي أدعو إلى تحقيقها وأحاول تأصيل مفهوم لها وقواعدها هي اللبنة الثانية لتقرير مبدأ سيادة الأمة، وطرفا العقد السياسي المواطن والسياسي وأتوقع أن تكون هذه الأفكار السياسية بداية انتقال العالم إلى الديمقراطية العادلة. إن تحقيق نظرية العقد السياسي في البلدان العربية والأفريقية والعالم يلزمها الكثير من الجرأة الأخلاقية لدى السياسيين حيث المواطن هو سيد الحق في إطار الإرادة العامة والسيادة الشعبية مع ضمانة الحماية السياسية من الدولة وصولا إلى تحقيق الديمقراطية العادلة الأكثر عدلا وإنصافا للمواطن واستعادة الثقة السياسية التي باتت شبه منعدمة بين المواطن والسياسي. وإننا نطمح بهذه النظرية، أي نظرية العقد السياسي، أن تكون عاملا أساسيا في تطوير الفكر السياسي وإرساء السيادة الشعبية.

If the theory of the social contract defended by Thomas Hobbes, John Locke and John Jacques Rousseau is the first building block for determining the principle of the sovereignty of the nation, in which the ruler and the governed are considered parties to this contract, then the theory of the political contract that I call for its realization and try to establish a concept and its rules is the second building block for determining the principle of sovereignty the nation, and the two parties to the political contract, the citizen and the politician, and I expect that these political ideas will be the beginning of the world’s transition to a just democracy. The realization of the political contract theory in Arab and African countries and the world requires a lot of moral courage on the part of politicians, considering that the citizen is the master of the right within the framework of the general will and popular sovereignty with the guarantee of political protection from the state, leading to the achievement of the most just and equitable democracy for the citizen and the restoration of political confidence, which has become almost There is no difference between the citizen and the politician. We aspire with this theory, the political contract theory, to be a key factor in developing political thought and establishing popular sovereignty.
