|a تسعى هذه الدراسة إلى مناقشة علاقة المجال الرقمية بالديمقراطية التشاركية، بحيث يساهم المجال الرقمي في دعم وتحقيق أحد أبعاد الديمقراطية الحديثة، وذلك من خلال أدوات التي توفرها الثورة الهائلة في مجال تكنولوجيات الإعلام والاتصال، والتي أحدثت تحولا في نمط المشاركة وانتجت نظم المشاركة عن بعد مما أدى إلى تعزيز القيم التشاركية عبر السماح للمواطنين بالمساهمة في عملية رسم السياسات العامة وصنع القرار. تم التطرق إلى أن المجال الرقمية والمجتمعات الإلكترونية بإمكانها أن تبلور نماذج جديد تساهم في ترشيد الحجم تتجاوز النماذج التقليدية وتتيح إمكانية واسعة لتطبيق النماذج العصرية (الحكومة الإلكترونية، الانتخابات الإلكترونية) التي تواجه ترسيخ نموذج الديمقراطية التشاركية في الواقع. خلصت الدراسة إلى مجموعة من المعيقات التي تحول دون تطبيق الديمقراطية الرقمية خصوصا بعض الدول النامية التي لا تؤمن أنظمتها السياسية بحقوق المواطنين في التعبير عن آرائهم بوسائل التكنولوجيا الحديثة.
|b This study seeks to discuss the relationship of the digital sphere to participatory democracy, so that the digital sphere contributes to supporting and achieving one of the dimensions of modern democracy, through the tools provided by the massive revolution in the field of information and communication technologies, which brought about a shift in the pattern of participation and produced remote participation systems, which led to Promoting participatory values by allowing citizens to participate in public policy-making and decision-making. It was discussed that the digital field and electronic societies can crystallize new models that contribute to the rationalization of governance that go beyond the traditional models and provide a wide possibility for the application of modern models (e-government, electronic elections) that confront the consolidation of the model of participatory democracy in reality. The study concluded with a set of obstacles that prevent the application of digital democracy, especially some developing countries whose political systems do not believe in the rights of citizens to express their opinions using modern technology.
