|a إن تحقيق أهداف النموذج التنموي الجديد يقتضي نهج التدبير المعقلن لكل الموارد والآليات المشتركة لجعل حضور المؤسسات والمقاولات العمومية حضور فعال وقوي لتحقيق الأهداف المرجوة منها باعتبارها فاعلا استراتيجيا في تنفيد السياسات العمومية والاستراتيجيات القطاعية للدولة الشيء الذي دفع التدخل التشريعي إلى نهج الإصلاح والقيام بمراجعة جوهرية ومتوازنة لمكونات قطاع المؤسسات والمقاولات العمومية من خلال قانون الاطار 50.21 لمعالجة الاختلالات الهيكلية التي تعيق دورها، وتدعيم الأسس والمبادئ الدستورية وفق مبادئ الحكامة الجيدة وربط المسؤولية بالمحاسبة وأن يمارس أعوان المرافق العمومية وظائفهم وفق مبادئ احترام القانون والحياد والشفافية والنزاهة والمصلحة العامة واعتماد آليات حديثة في تدبيرها وتسييرها كاللجوء إلى آلية الشراكة والتعاقد وكذا تقييم أدائها.
