المستخلص: يهدف هذا البحث لإلقاء الضوء على الهجرة غير الشرعية من منطقة حزام الساحل الإفريقي إلى دول الاتحاد الأوربي: طرقها والمخاطرة فيها، وسياسات دول الاتحاد حيالها، والعائد منها للدولة المرسلة والمهاجر نفسه والدولة المستقبلة. اعتمد في إعداده على المنهج الاستنباطي، وجمعت بياناته من بحوث ودراسات سابقة وتقارير رسمية وكتب في مجاله بغية تحقيق أهدافه. تم تصميم نموذج لمعالجة فكرة الكل رابح في الهجرة للشركاء الثلاثة: الدولة المرسلة، المهاجر، والدولة المستقبلة. وتوصل البحث إلى أن الهجرة غير الشرعية محفوفة بالمخاطر وقد تؤدي إلى فقدان الحياة، وأن دول الاتحاد بعد أن كانت متشددة تجاه الهجرة غير الشرعية إلا أنها أصبحت أكثر مرونة لحاجتها للعمالة في القطاعين الزراعي والصناعي. وأن فكرة الكل رابح في الهجرة للأطراف الثلاثة ليست متوازنة، إذ تنخفض نسبة البطالة في الدولة المرسلة، وتستفيد من عائدات التحويلات المالية للمهاجرين، ويرتفع فيها مستوى معيشة ذوي المهاجرين منها. أما استفادة المهاجر فتتلخص في حصوله على عمل ودخل ثابت وتأمين صحي وخدمات جيدة وفرص تأهيل، وادخار جزء من دخله ليستثمره حين يعود لبلده. وتستفيد الدولة المستقبلة (دول الاتحاد الأوربي)، وهي الرابح الأكبر في هذه الموازنة، باستقبالها أيدي عاملة لم تسهم في إعدادها وهي في حاجة ماسة لها باعتبار أن مجتمعاتها تعاني من الشيخوخة، وتزيد من الطاقة الإنتاجية والاقتصاد القومي بشغلها وظائف يعف عنها المواطنون عن أدائها، وتساهم في تقليل الإنفاق على الخدمات بتسديدها للضرائب، وإثراء الجانب الثقافي.

This research aims to shed light on the illegal immigration from the African Sahel Belt to the European Union Countries: its routes, risks, and the policies of European Union Countries towards it. The impact on the triangle of migration to sending country, immigrants and receiving country were also under focus in this research. Deductive approach has been adopted, Data collected from previous related research-es, official reports and books, in order to achieve its goals. A model is designed to address the concept of “win– win” situation in migration for the three stakeholders: the sending country, immigrants, and receiving country. The research concluded that illegal immigration is fraught with dangers and may lead to the loss of life. Although the European countries were initially strict towards illegal immigration, yet, they become more flexible because of their need for labour in the agricultural and industrial sectors. The idea of “win- win” situation in immigration to the three parties is not balanced and defeated, as the unemployment rate in the sending country decreases, it benefits from the proceeds of immigrant remittances, and the standard of living of the immigrants’ families increases. As for the immigrants’ benefits, it can be summed up in obtaining a job, a stable income, health insurance, good services, training opportunities, and saving part of their income to invest when they return to their country. The receiving country, which is the biggest winner and beneficiary in this deal, receiving a workforce that did not contribute to its training and preparation and is in dire need, given that the European Union countries suffer from aging, the increased production capacity and the national economy by filling jobs that citizens pardon, and contribute to reducing expenditure on services by paying taxes and enriching the cultural aspect.
