المستخلص: تعالج هذه الدراسة موضوع سبل إعداد الكفاءات الصحفية في ظل تداعيات ما يسمى بظاهرة الربيع العربي في الأردن كنموذج، من خلال تقييم أنشطة التدريب المقدمة للصحفيين وخاصة برامجها وكيفية القيام بها والمشاكل التي تواجهها. حيث هدفت إلى تحديد أبرز احتياجات الصحفيين في المؤسسات الصحفية الأردنية المختلفة، وتحديد طبيعة المهارات التي تركز عليها مؤسسات التدريب الصحفية المختلفة داخل المملكة كنموذج، ومقارنة مستوى التوافق بين مضامين هذه البرامج واحتياجاتنا الصحفية وثقافتنا، من خلال منهج وصفي تشخيصي وبالاعتماد على أسلوب المقابلة المتعمقة مع قيادات ومدراء تدريب في مؤسسات تدريب أردنية، إضافة إلى استطلاع آراء عدد من القائمين بالاتصال الذين تلقوا برامج تدريب بالإضافة إلى مراجعة عينة مما نشر في الصحف حول مستويات المهنية الصحفية أو دراسات ومؤلفات الباحثين في هذا الموضوع، وكذلك في جانب تطبيقي اعتمدت الباحثة على وسيلة الملاحظة بالمشاركة في أجزاء من برامج تدريبية وتدوين أبرز ما جاء فيها. وقد أظهرت الدراسة أن ذلك لا يتم وفق استراتيجيات تخاطب الاحتياجات الفعلية للكفاءات المطلوبة كما أننا نحتاج إلى تطوير مهارات التفكير الإعلامي أي بناء الرواية الإخبارية وفقاً لقيم خبرية متناسبة مع طبيعة مجتمعاتنا العربية والإسلامية، قيم تحترم قيمة الإنسان، وحقوقه. كما تبين الدراسة أن ظاهرة الربيع العربي لم تترك أثراً يذكر في هذه الأنشطة إضافة إلى أن الحاجة قد ظهرت واضحة للتأكيد على أهمية تحديد وإدخال معايير سلوكية ومهنية تعلي من سبل إعداد الكفاءات الصحفية، وإغناء ذلك بمجموعة القيم الإنسانية التي تنطوي عليها الحضارة العربية الإسلامية والتي تضمن نجاح عملية بناء الكفاءات الصحفية القادرة على التعامل مع ما هو قائم وما يستجد من تطورات وذلك إضافة إلى أهمية تزويد الكفاءات الصحفية ببرامج ذات طبيعة تخصصية تناسب مختلف الأنشطة التي يمارسها الإعلاميون في مختلف المواقع وخاصة منها ما يتصل بالقوانين النافذة التي تنظم مستويات الحرية وحقوق الإنسان. كما أظهرت الدراسة أن إن هناك اختلافا حول بعض المفاهيم بحاجة للتحديد كمفهوم الحرية المسؤولة والرقابة الذاتية خاصة بعد الربيع العربي حيث تعطي وسائل الإعلام أولوية لطرح الموضوعات التي تنسجم مع سياسة التحرير التي ترتبط بشكل وثيق بنمط الملكية وتوجهات مالك المؤسسة، وأننا نحتاج إلى وجود بيئة ناظمة للعمل الإعلامي بحيث تتولى متابعة العمل الإعلامي لضمان مستوى مهني أفضل في الأداء بعيداً عن القيود ووفق تأصيل نظري منسجم مع طبيعتنا الإنسانية وظروفنا وفق معيار ثابت لا يتغير بل يواكب المتغيرات الزمنية والمكانية، وهو القرآن الكريم.

This study discusses the above subject through evaluating the training activities provided to Media community in Jordan, specially the Programs suggested and how they were carried out, and the problems involved, and thus to identify the main needs of those working in different Journalistic institutions in Jordan, and the skills adopted by various Media training houses in the kingdom as a model, in addition of comparing or checking the level of harmony between such programs and the actual needs as recognized by our culture. The study adopted descriptive diagnosal approach depending on thorough and detailed interviews with leaders and managers of Jordanian training institutions, in addition to checking and considering the views and judgments of those media officers and staff who received training programs. The study paid attention also to reviewing a sample of what is published in local newspapers as regards the level of journalistic professionalism and what other researchers stated in this aspect. The author of this study depended also on personal notes during participation in certain parts of training programs. This study shows that the goals envisaged by the study were not embodied in strategies that are capable of addressing the real needs of the journalistic community in Jordan, and there is a need for more development in Media thinking skills where the media vision is built according to balanced values that take care of the nature of our Arabic and Moslem societies that respects human values and rights, that are documented by Holy Quran The study also shows that the Arabic Spring phenomena did not have any meaningful effect on such activities, in addition to the clear necessity of emphasizing and introducing professional and behavior criteria that can help in rising up the standers of preparing Media specialists who can positively deal with present and future developments. The study also points out to the importance of providing the Media community with certain specialized programs that cope with various activities carried out in various sights with special attention to laws and regulations relevant to such activities, in particular those related to levels of freedom and human rights. This study also found that there is need to bridge the differences in certain concepts such as the responsible freedom and self-control, especially after the Arab Spring as the Media institutions still give priority to those subjects that go in harmony with the editing polices which respect, as a priority, the ownership pattern and the views of the institution owner.
