المستخلص: مصطلح التنمية يشمل أكثر من مجرد نمواً اقتصادياً؛ حيث يشمل التغيرات النوعية والكمية في المجتمع والاقتصاد معاً. فأي دولة تريد أن تحقق أهدافها التنموية، من الضروري أن تبدأ بتنمية مجتمعاتها المحلية، والتنمية المحلية تحكم وتحدد مستقبل التنمية في أي دولة ومنها مصر، فهي لا تعني مجرد إدخال عدد من المتغيرات مهما كانت أوجه التغيير مفيدة في حد ذاتها وإنما يجب أن تسير في مختلف القطاعات بطريقة متوازنة للعمل على رفع المستوى الاجتماعي والاقتصادي للمجتمع المحلي بما يؤدي إلى تحسين الموارد البشرية ليحقق الانتماء والولاء للمجتمع، ويجعل من المواطن قائداً لجهود التنمية. ولا تخفى على أحد معاناة المناطق النائية في مصر من الإهمال الشديد طوال العقود الماضية، إضافة إلى العزلة الشديدة التي تعيشها تلك المناطق جغرافياً واجتماعياً، مما زاد من تخلفها اقتصادياً وحضارياً مناطق حلايب وشلاتين - مناطق البحث - مناطق مصرية حدودية هامشية منعزلة، عاشت عزلة جغرافية واجتماعية، فزاد من تكريس التخلف الاجتماعي والحضاري ومن ثم تصبح تنميتها تحدياً ومسئولية على عاتق الباحثين والمخططين من جهة والتنفيذيين ومتخذي القرار من جهة أخرى على حد سواء. من هنا تنبع أهمية هذا البحث بالإضافة إلى تقديم رؤية تنموية لتحسين الحالة الراهنة لهذه المناطق، وملامستها للحداثة الغائبة عنها. فللتنمية نموذجان، إما تنمية الموقع ليجذب الناس لزيارته والتبادل والعمل فيه، وهذه حالة حلايب وشلاتين. كذلك تنمية المجتمع لينتقل من البداوة للحداثة. هذا البحث يقدم رؤية لنموذج تنمية موقع حلايب وشلاتين على ساحل البحر الأحمر بتنمية سياحة شاطئية وإنشاء ميناء نقل بحري صغير وسريع. كما يقدم رؤية لنموذج تنمية المجتمع البدوي القبائلي هناك. وفي كلتا الحالتين فالإدارة المحلية دورها أساسي في تحقيق التنمية.

The term of development includes more than just economic growth; Where it includes qualitative and quantitative changes in society and the economy together. For any country that wants to achieve its development goals, it is necessary to start developing its local societies, and local development governs and determines the future of development in any country, including Egypt. It does not mean simply introducing a number of variables, no matter how beneficial the change is in itself, but rather it must proceed in the various sectors in a balanced manner to work to raise the social and economic level of the local community, which leads to improving human resources to achieve belonging to the community, and makes the citizen a leader in the efforts development. It is no secret that the remote areas in Egypt have suffered from severe neglect over the past times, in addition to the severe isolation that these areas experience geographically and socially, which increased their economic and cultural backwardness. Halayeb and Shalateen regions - research areas - isolated marginal Egyptian border regions that lived geographically and socially isolated, thus increasing the perpetuation of social and civilizational backwardness, and then their development becomes a challenge and a responsibility on the shoulders of researchers and planners on the one hand and executives and decision-makers on the other hand alike. From here the importance of this research in addition to presenting a development vision to improve the current state of these areas, and their contact with the modernity that is absent from them. There are two models for development. Either to develop the site to attract people to visit and exchange or even work there; and this is the case of Halayeb and Shalateen. also to elevate the people themselves from nomadism and tribalism to modernity and civility. For this research offers a vision in developing a model to the coast of Halayeb and Shalateen on the Red Sea through beach tourism and a small rapid marine civil port. It also presents a vision in developing a model for the community. However, in both cases, local administration has an essential role in achieving development.
