|a أن موضوع البيئة وحمايتها أصبح من أهم المواضيع التي فرضت نفسها على ساحة النقاشات في الأصعدة الدولية والإقليمية والمحلية في القرن العشرين وحتى يومنا هذا بسبب التطور الصناعي والتكنولوجي وما تركه خلفه من مخلفات تؤثر على البيئة، وما يصيب البيئة من مشاكل متعددة تتعلق بتلوث المياه والهواء والتربة وما ينتج عنها من أخطار وتهديدات حقيقية للإنسان والحيوان والنبات وصار مثار للقلق في العالم بصورة عامة. ومن أجل ذلك صار من الضروري أن تفرض حماية البيئة نفسها على جدول أعمال المنظمات والمؤتمرات العالمية والمحلية نتيجة لإدراك الحكومات والشعوب لخطورة التلوث البيئي ومستقبل كوكب الأرض، وأصبح من الضروري على السادة أصحاب القرار أن يأخذوا بنظر اعتبارهم تأثير سياساتهم على البيئة ليس فقط في بلدانهم وإنما في البلدان المجاورة وفي جميع أنحاء العالم فليس من حق أي دولة أن تختار وبشكل فردي وبسيادة تامة سياسة معينة في الحياة تلحق الضرر بغيرها.
|b The issue of the environment and its protection has become one of the most important topics that imposed itself on the arena of debates at the international, regional and local levels in the twentieth century and to this day due to the industrial and technological development and the remnants left behind that affect the environment, and the multiple problems that affect the environment related to water, air and soil pollution, and so on. It results in real dangers and threats to humans, animals and plants, and has become a cause for concern in the world in general. For this reason, it has become necessary for the protection of the environment to impose itself on the agenda of international and local organizations and conferences as a result of the awareness of governments and peoples to the danger of environmental pollution and the future of the planet. Neighboring countries and all over the world, no country has the right to choose, individually and with complete sovereignty, a certain policy in life that harms others.
