|a شهدت تكنولوجيا الاتصال تطورا سريعا مما أدى إلى تغيرات في الأنماط الحياتية للإنسان، إذ لا يخلو أي مجتمع إنساني من أي شكل من أشكال التكنولوجيا ولا يكاد يختلف اثنان على مدى أهمية التكنولوجيا في تحقيق التقدم في مختلف مجالات الحياة، كما ساهمت وسائل الاتصال الحديثة في تعزيز العلاقات الاجتماعية، وتحقيق الانسجام والترابط بين أفراد المجتمع، سواء أكانت بين أفراد الأسرة الواحدة أو بين الأصدقاء. وإلى جانب أهمية الوسائل التكنولوجية في تحقيق مصالح الإنسان وتلبية احتياجاته إلا أنه من الممكن أن تنقلب هذه التكنولوجيا إلى نقمة عندما يكون لها آثار اجتماعية سلبية، أي بمعنى آخر عندما يساء استخدامها، فوسائل الاتصال الحديثة بإمكانياتها المتطورة والبالغة الدقة أوجدت استخدامها وتزداد عواقبها سوء مكانا لنفسها في كل ميدان من ميادين الحياة، حيث أتاحت تقنيات الاتصال الحديثة والمتمثلة في الأقمار الصناعية، الألياف الضوئية والحاسبات الإلكترونية خدمات اتصالية كثيرة، كالتلفزيون الكابلي التفاعلي وخدمات الفيديوتكسوالتلتكس، إضافة إلى الاتصال المباشر بقواعد البيانات والهواتف النقالة والبريد الإلكتروني.
|b Communication technology has witnessed rapid development, which has led to changes in human lifestyles. No human society is devoid of any form of technology, and hardly two people disagree on the importance of technology in achieving progress in various areas of life. Modern means of communication have also contributed to strengthening relationships. Social, and achieving harmony and cohesion between members of society, whether between members of the same family or between friends. In addition to the importance of technological means in achieving human interests and meeting their needs, it is possible for this technology to turn into a curse when it has negative social effects, that is, when it is misused. Modern means of communication, with their advanced and highly accurate capabilities, have created a place for themselves in using them and their consequences getting worse. Every field of life, as modern communication technologies represented by satellites, optical fibers and electronic computers have provided many communication services, such as interactive cable television, video and telex services, in addition to direct communication with databases, mobile phones and e-mail.
