يشهد عالمنا المعاصر في بداية الألفية الثالثة تحولات وتطورات هائلة وسريعة، جعلت من عملية نقل التكنولوجيا الحديثة وتوطينها والاهتمام بتطوير التقنيات الجديدة مفاتيح رئيسية ومداخل منهجية لعصر المعلوماتية والمعرفة الشاملة التي تتيح فرص استجابة الدول النامية لتحسين مواردها وتحديثها، من خلال تطبيق نظم تسهم في أدائها وتعزيز بقائها ونجاحها في شتى الميادين. وتعد عملية إدخال التكنولوجيا الحديثة في البلاد النامية مسألة مهمة، تحمل في طياتها ضرورة إجراء مزيد من الدراسات والبحوث لمواجهة مشكلات نقل التكنولوجيا، وتوطينها للتوصل في النهاية إلى تطويرها، بما يتلاءم مع الإمكانات والاحتياجات والبيئة الوطنية، ومن ثم التقليل من الاعتماد على التقنيات المستوردة. وبطبيعة الحال فإن هذه الأنواع من التكنولوجيا هي حصيلة عمل وخلق إبداعي، نما وتكون في مواطن أغلبها من الدول الصناعية المتقدمة التي تختلف عن البلاد النامية في تركيبتها الاجتماعية والاقتصادية. ولعل هذا الوضع يقتضي منا ضرورة قياس آثار نقل التكنولوجيا وتوطينها، وتقييم مدى تكيفها مع الأوضاع المحلية، ومن ثم إمكان تطويعها. مما سبق نصل إلى أن نقل التكنولوجيا وتوطينها أصبح ضرورة لا مفر منها في البلاد النامية، تفرض على هذه الأخيرة تحديات كبرى للتقليل من الاعتماد على الدول الصناعية المتقدمة، وهو الأمر الذي يتطلب منا تحديد معالم إشكالية واضحة من خلال طرح جملة التساؤلات الآتية: 1. ما مدى إسهام عملية نقل التكنولوجيا وتوطينها، وتوليدها في الاستفادة من الفرص الاستثمارية الأجنبية؟ 2. ما أثر التكنولوجيا الملائمة في القدرات الاقتصادية للدول النامية لنقل التكنولوجيا وتوطينها؟ 3. ما أبرز الآثار والمشكلات المصاحبة لنقل التكنولوجيا في الدول النامية؟ وفي ضوء هذا التصور للإشكالية، ومحاولة منا للإجابة عن التساؤلات السابقة، قمنا في دراستنا التحليلية هذه باستخدام منهج تحليلي وصفي يقوم على التحليل الدقيق لآليات نقل التكنولوجيا وتوطينها في الدول النامية. \
The contemporary world at the beginning of the third millennium witness huge and rapid shifts and developments, made the process of transferring modern technology, its settlement and attention to the development of new techniques as the major keys and entrances to the methodology of the era of information and overall knowledge that provide opportunities for the response of developing countries to improve and modernize its resources through the application of systems contribute to the achievement of performance and enhance their survival and success in various fields. The process of introduction and adoption of modern technology in developing countries an important issue, carries with it the need for further studies and research to address the problems of technology transfer and settlement to arrive eventually to the development according to the needs and capabilities and national environment, thus reducing reliance on imported techniques. The nature of the case, these types of technology is the outcome of innovative work which has been created in the most advanced industrial countries, which differ from developing country in terms of its social and economic structures, Perhaps this situation necessarily requires the measurement and follow-up effects of technology transfer and settlement and assesses the extent of their adaptation to local conditions and thus the possibility of adapting. It has already come to that technology transfer and settlement has become an inescapable necessity in developing countries, impose major challenges to reduce dependence on the developed industrial nations, which requires us to define the problem through raising the following questions: 1. To what extent the transfer, settlement and the generation of technology contribute to benefit from the opportunities of foreign investment? 2. What is the impact of appropriate technology to the economic capacities of developing countries for technology transfer and settlement? 3. What are the most prominent effects and problems associated with the transfer of technology in developing countries? In light of this perception of the problem, we try to answer previous questions, by using the descriptive and analytical approach based on careful analysis of the mechanisms and patterns of transfer and settlement of technology in developing countries. \
