|a تشكل تكنولوجيا المعلومات والاتصال رافعة أساسية لتحديث القطاع العمومي لاسيما في عصر العولمة القائم على تدويل المعلومات وجعل العالم قرية صغيرة. وفي ظل التحولات والتطورات الحاصلة في المجتمع على مستوى الرقمنة وغزو الإنترنيت كل الفضاءات، تجد الإدارة نفسها مدعوة ومضطرة إلى التكيف مع هذا المعطى والاستجابة للتحول الرقمي، والانخراط بشكل فعال في مشروع الإدارة الإلكترونية من أجل تحديث الخدمات العمومية ورقمنتها. فاستعمال تكنولوجيا المعلومات والاتصال يوفر للإدارة إمكانيات هائلة لتحقيق انفتاحها على المحيط الخارجي والقرب من المرتفقين في إطار بيئة إدارية تطبعها المساواة والشفافية بشكل يعزز ثقة المتعاملين مع الإدارة.
|b Information and communication technologies constitute an essential lever for the modernization of the public sector, particularly in the era of globalization based on the internationalization of information and making the world a small village. In the light of the transformations and evolutions of society in terms of digitization and the invasion of the Internet in all spaces, the administration finds itself called upon and obliged to adapt to this fact and respond to the digital transformation, and to actively engage in the e-government project to modernize and digitize public services. The use of information and communication technologies offers the administration great capacities for openness to the outside world and proximity to the beneficiaries within the framework of an administrative environment characterized by equality and transparency, so as to strengthen the confidence of the clients.
