|a سعت الدراسة- عبر منهج تحليلي واستقرائي- إلى تقديم مقترح من شأنه أن يسهم في إضافة أداة جديدة- في حدود ما اطلع عليه الباحث من أدبيات- من أجل التخفيف من الآثار السلبية الناجمة عن التضخم وغيره من الاضطرابات المالية والكوارث الطبيعية التي كثر وقوعها في العقود القريبة الماضية. بني المقترح على أساس الاستفادة مما توفره مؤسسة الوقف من خلال ما تتسم به من مرونة في التأصيل، وسهولة ويسر في التطبيق والممارسة، وعلى أساس الاستفادة مما تتيحه التطورات التقنية الرقمية من فرص وإمكانات واعدة لإشراك قطاع واسع من فئات المجتمع للإسهام في مجالات خير متعددة؛ كل حسب استطاعته وإمكاناته. وقد تم التركيز على صيغة وقف الإرصاد بالنسبة لإسهام القطاع الحكومي في المقترح، وإنشاء منصة تمويل جماعية لتفعيل دور الجمهور (الحشود) فيما يتعلق بالاستفادة من التقنية، وهذا ما يسمح بتكوين شراكة فاعلة بين القطاع العام، والقطاع الأهلي من أجل التخطيط بشكل فاعل لما قد تواجهه المجتمعات المسلمة من آثار سلبية ناجمة عن التضخم وغيره من الاضطرابات المالية أو الكوارث والأوبئة الطبيعية، مع تحديد دقيق لمجال سد الخلة حتى لا يتداخل عمل المقترح مع غيره كصناديق الوقف في المجال الصحي. من أجل إنجاح المقترح وتفعيله توصي الدراسة بإنشاء صندوق خيري ذي شخصية اعتبارية يتولى الإشراف على المبادرة، وبنشر الوعي بأهمية المبادرة على نطاق واسع بالنسبة للقطاع الأهلي، مع استحداث التنظيمات والتشريعات المناسبة وتطبيق أدوات الحوكمة لحماية موارد الصندوق حتى تخدم الغرض المحدد لذلك.
|b Through an analytical and inductive methodologies, the study presented a proposal that would contribute to adding a novel tool, to the best of researcher’s knowledge, to mitigate the negative effects resulting from inflation, financial disturbances and natural disasters that have occurred frequently in recent decades. The study proposes a hybrid model based on benefiting from the heritage of the institution of wāqf through the flexibility of its rules and easiness of its applications as exemplified centuries in Muslim societies, on one hand, and on the promising opportunities and capabilities offered by the digital technological advances to involve a wide part of society to contribute to good causes; each according to his/her ability and potential, on the other hand. Emphasis has been placed on the al-Irsād (public endowments) formula in relation to the government sector’s contribution to the proposal, and the establishment of a crowdfunding platform to activate the role of the public (crowds) in benefiting from technology. In doing so, a partnership is envisioned to be established between the public and private sectors for an active planning to mitigate the negative effects of inflation, the like of financial turbulences, epidemics, and natural disasters, with a precise definition of the scope of the proposal so that it does not interfere with other existing initiatives such as endowment funds for health purposes. For the proposal to succeed, the study recommends establishing an endowment fund with a distinct legal entity that will supervise the initiative. Moreover, the study stresses upon the importance of spreading awareness about the initiative on a large scale for the private sector, along with developing appropriate legislation and applying best practices in governance to safeguard the fund’s resources so that they are directed to serve the specific purpose as discussed in the study.
