المستخلص: شهد التعليم العالي في الآونة الأخيرة العديد من التغييرات على المستويين المحلي والدولي، فقد اتجهت العديد من الجامعات ومؤسسات التعليم العالي إلى تعزيز ثقافة التنافسية لديها والتعاون والتسويق والتنوع في إطار تعزيز عملية التدويل، مما يدعو إلى ضرورة مراجعة الفلسفات والاتجاهات والسياسات الرئيسة في التعليم العالي وغيرها من أوضاع قد تؤدي إلى تغيير مشهد الجامعات ومؤسسات التعليم العالي عامة وأدوار تلك المؤسسات ومدى استقلاليتها. ولما كانت قضية التدويل أحد أهم التطورات التي أفرزتها العولمة تلك التي تتماهى مع الملامح الفكرية لاتجاه ما بعد الحداثة (اتجاه ضد الإنسانية يسعى إلى طمس الهويات، ورفض الدين والتاريخ، وضد العقل ويسطح اللغة...) كان الأمر يستوجب الحذر والحيطة واتخاذ التدابير التي من شأنها تحافظ على هوية المجتمع وخصوصيته وتحول دون الانسحاق في دوامة ثقافة الآخر وفلسفته في تربية وبناء الإنسان وطريقته وسياساته التعليمية وما يرتبط بذلك من قيم تخصه. وتنطلق الرؤية النقدية للبحث الحالي من فلسفة التدويل وطبيعة وآليات تطبيقه على أنه يتم في سياق ثقافي عام يعاني تراجعا وفي ظل ظروف عالمية سريعة التغيير، وقضايا مجتمعية متنوعة ومنها قضايا التعليم خاصة في تلك الفترة التي يطغى فيها تأثير العوامل التكنولوجية بشكل كبير ليس فقط في مجتمعاتنا العربية بل وفي العالم كله. ولكن الأمر يتعلق بمدى التحصين الثقافي والتعليمي ومستوى الانتماء الذي يمتلكه أفراد مجتمع عن الآخر مما يمكنه من الانفتاح على الثقافات الأخرى من منطلق قوة ووعي ودون انبهار وتيه في ثنايا ثقافة الآخر ودونما تراجع إلى الخلف بعقلية منغلقة. وخلصت الدراسة إلى مجموعة من النتائج كان من بينها: أن فلسفة التدويل التي ينشدها العمل الحالي ترفع التناقض بين أهمية وضرورة الحفاظ على الخصوصية وفي ذات الوقت تستجيب لمتغيرات عصر العلم والتكنولوجيا تكون في إطار الرؤية التي تقوم على احترام الخصوصيات الثقافية والتمايز بين الثقافات والتعاون وتبادل المنافع والمصالح في إطار تعامل الأنداد المتمايزين، وتعتمد على عالمية المعرفة والتكنولوجيا ومحلية ووطنية الثقافة والقيم والأخلاق والأعراف المجتمعية والتعليمية.

Higher education has recently witnessed many changes at the local and international levels, as many universities and higher education institutions have tended to enhance their culture of competitiveness, cooperation, marketing and diversity within the framework of promoting the internationalization process, which calls for the need to review the main philosophies, trends and policies in higher education and other situations that may lead to changing the landscape of universities and higher education institutions in general and the roles of those institutions and the extent of their independence. Identified with the intellectual features of the postmodern trend (an anti-humanist trend that seeks to obliterate identities, reject religion and history, against reason and flatten language...) It was necessary to be careful and to take measures that would preserve the identity and privacy of society and prevent it from being crushed into the vortex of the other's culture, philosophy in the education and construction of man, his method and educational policies and the associated values that belong to him. The critical vision of the current research stems from the philosophy of internationalization and the nature and mechanisms of its application as taking place in a general cultural context that suffers from decline and under rapidly changing global conditions, and various societal issues, including education issues, especially in this period when the impact of technological factors is greatly dominated not only in our Arab societies but in the whole world. But it is a matter of the extent of cultural and educational immunization and the level of belonging that members of one society have over the other, which enables them to open up to other cultures out of strength and awareness, without fascination and getting lost in the folds of the other's culture and without going back with a closed mentality. The study concluded with a set of results, including: that the philosophy of internationalization sought by the current work raises the contradiction between the importance and necessity of preserving privacy and at the same time responds to the changes of the era of science and technology within the framework of the vision that is based on respect for cultural specificities and differentiation between cultures, cooperation and exchange of benefits and interests within the framework of dealing with peers differentiated, and depends on the universality of knowledge and technology, local and national culture, values, ethics and societal and educational norms.
