يناقش البحث ظاهرة حقوق الإنسان في الوطن العربي بشكل عام، وفى الأردن بشكل خاص، مستعرضا مؤسساتها الرسمية وغير الرسمية. ويعتمد البحث على مجموعة من المؤلفات لمهتمين في حقوق الإنسان، وتقارير لمؤسسات حقوق الإنسان في الأردن والعالم العربي ودول العالم الأخرى، لوصف ظاهرة حقوق الإنسان وتحليلها، على أساس الواقع الراهن ومستقبل هذه الظاهرة في الأردن والوطن العربي. وفيما يتعلق بواقع الحال ومستقبل حركة حقوق الإنسان في الأردن؛ فإن البحث يأخذ جانب التفاؤل في إمكان توسع انتشار هذه الحركة. وقد توصل البحث إلى النتائج الآتية: 1- هناك عدة عقبات إدارية وأمنية تمنع حركة حقوق الإنسان من احترام الحقوق المدنية والسياسية والاقتصادية والاجتماعية وتطبيقها. 2- لهذه العوائق تأثير سلبي في نشاطات منظمات حقوق الإنسان الرسمية والأهلية؛ وهو مما يضعف دورها في كشف تجاوزات الدوائر الأمنية والإدارية الرسمية والأجهزة غير الرسمية فيما يتصل بحقوق الأفراد وحرياتهم. 3- هناك جانب إيجابي في النظام السياسي الأردني على صعيد الدولة والمجتمع لوضع أهداف قومية وإيجاد قدرة لدى الأفراد من مختلف الانتماءات والتوجهات للحوار مع بعضهم البعض، ومع الأمم والمجتمعات الأخرى، لوضع جدول أعمال مقنع ومتقدم يهتم بمختلف قضايا وحقوق الإنسان، لبناء مجتمع تسوده العدالة والمساواة والكرامة الإنسانية وحكم القانون. \
This research paper discusses the issue of human rights in the Arab world in general, and in the Jordanian political system in particular as a case-study. The research paper relies on several publications, reports from Jordanian, Arabic, and international agencies to describe the statu-quo and the future of the human rights movement in the Arabic world and in Jordan. Concerning the actual status and the future of the movement in Jordan this research paper take a positive attiude toward the future of human right movements. This research paper reaches the following points: 1- There are several administrative and security obstacles which still hinder integrity implementation of civil, political, economic, and social human rights in Jordan on both public and private levels. 2- These official and non-official obstacles is weakening the role of the human rights movements associations and councils from tackling violations against individuals rights and freedoms. 3- There is a positive trend in the Jordanian political system of both the state and society to uphold national goals and to create ability between people of different ideals and orientations to communicate with each other, and with other societies and nations in a creative and rational manner. These communications aim to set a progressive and convincing agenda, dealing with variety of issues of human rights phenomenon, with rational choices and priorities, to create a society where justice, equality, human dignity and the rule of law prevail. \
