المستخلص: يهدف البحث إلى التعرف على سيكولوجية اتخاذ القرار الأعضاء الأندية والاتحادات الرياضية في ضوء تطبيق الإدارة الإلكترونية، كما افترض الباحثان بانه هناك فروق ذات دلالة معنوية في اتخاذ القرار بين رؤساء وأعضاء الهيئات الإدارية للأندية والاتحادات الرياضية وفق متغيري التحصيل الأكاديمي وسنوات الخبرة، واستخدم الباحثان المنهج الوصفي بالأسلوب المسحي، وكان مجتمع الحث مكونا من 166 رئيس وعضو هيئة إدارية في الأندية والاتحادات الرياضية بمحافظة صلاح الدين. واستخدمت الوسائل الإحصائية (المتوسط الحسابي، الانحراف المعياري، النسبة المئوية، اختبار (t) لدلالة الفروق)، واستنتج الباحثان معوقات اتخاذ القرار بالاتحادات الرياضية هي عدم وضوح ودقة الأهداف، ضعف المعلومات المتاحة عن المشكلة ودقتها وحداثتها، التهرب من المسئولية، عدم إحساس القيادات بالاطمئنان الوظيفي، ضعف أجهزة المتابعة لتنفيذ القرار، الصياغة غير الجيدة للقرار، دراسة الموقف الذي أدى لحدوث المشكلة بشكل غير علمي، النزعات الشخصية والقرارات الفردية، إيثار السلامة وليس القرار الأفضل أو الأنسب العجز والتردد أثناء الأزمات الصعبة بضعف مشاركة الأطراف التي لها صلة بموضوع القرار).

The research aims to identify the psychology of decision-making in some sports federations and clubs in light of the application of electronic management. The researchers also assumed that there are significant differences in moral decision-making between the heads and members of the administrative bodies of clubs and sports federations according to the variables of academic achievement and years of experience, and the researchers used the descriptive approach in the style The survey, and the induction community consisted of 166 presidents and members of an administrative body in the clubs and sports federations in Salah al-Din Governorate. The statistical means were used (arithmetic mean, standard deviation, percentage, (t) test for the significance of differences), and the researchers concluded the obstacles to decision-making in sports federations are (lack of clarity and accuracy of goals, weakness of available information about the problem, its accuracy and timeliness, evasion of responsibility, lack of sense of leaders With functional assurance, weakness of monitoring devices to implement the decision, poor formulation of the decision, studying the situation that led to the occurrence of the problem in a non-scientific way, personal tendencies and individual decisions, preferring safety and not the best or most appropriate decision, impotence and hesitation during difficult crises with weak participation of parties related to the subject of the decision.
