المستخلص: يعد موضوع التنمية المستدامة من المواضيع الاستراتيجية والحساسة في نفس الوقت والتي تمس العديد من العلوم، بل كل العلوم سواء الدقيقة والإنسانية منها، وبالخصوص العلوم الإنسانية كعلم السياسة وعلم الاجتماع، وأن الباحثين في هذه العلوم لهم أولوية البحث والتقصي في ميدان التنمية المستدامة للوقوف عند الإشكاليات بهدف الوصول إلى البدائل والحلول لتعزيز ميدان التنمية في جميع المجالات، وهنا تقع المسؤولية على عاتق رجال السياسة والاجتماع من أجل الدراسة والتدقيق لرصد أهم الإشكاليات التي تحول دون الوصول إلى تنمية حقيقية وبالخصوص على مستوى مؤسسات الدولة الواحدة. واليوم، نجد أن العملية التنموية باختلاف أنواعها ومجالاتها الاقتصادية والاجتماعية والسياسية تحظى بالاهتمام الكبير في المؤسسات العالمية والجزائرية على وجه الخصوص نظرا للدور الذي تقدمه للأفراد وللجماعات وللمؤسسات وللدولة والمجتمع ككل، حيث تبقى إلى حد اليوم عبارة عن ممارسات تنموية عادية لا غير دون دراسة معمقة وتحليل دقيق لاستراتيجيات والبرامج المخصصة للإنجازات والأعمال المقدمة في سبيل تحقيق العديد من الأهداف الاستراتيجية والعملية. إنه وفي المقابل نجد أن التنمية المستدامة في الدول المتقدمة على عكس الدول النامية قد أحرزت سبقا ملموسا من الناحية العلمية سواء من حيث قوة البحوث أو شمولها أو عمقها كما حققت فيها باعتبارها هدفا من الواجب تحقيقه خاصة ونحن في عالم التغيير والتجديد والإبداع، بحيث أصبحت التنمية اليوم تعد الوظيفة الاستراتيجية التي تساهم مساهمة فعالة في الارتقاء بمستوى المؤسسة، باعتبارها همزة وصل تجمع بين كل من القيادة السياسية، الأفراد، المؤسسات والمجتمع. إن واقع وأهمية التنمية المستدامة مبنيا أساسا على التخطيط لهذه العملية في إطار الاستراتيجية العامة، ووفقا للعديد من المعايير والأسس التي تسير عليها المؤسسات وبالخصوص المؤسسة الجزائرية. إن هذه المؤسسة الجزائرية تحاول بذل العديد من المجهودات عن طريق الاستعانة بالعديد من الوسائل والإمكانات الكلاسيكية منها والحديثة من أجل بلوغ الأهداف المرغوبة وهذا من خلال المؤهلات الاتصالية والتنظيمية التي يمتاز بها المختصون في هذا المجال، بالرغم من وجود العديد من الإشكاليات والنقائص التي تعترض مسار عملية التنمية المستدامة بالمؤسسات والدولة ككل. وبالرغم من كل هذا فإن نسق الاتصال يعد من الأسس التي تقف عندها عملية التنمية على مستوى المؤسسات ليكون هو البديل الأساسي للخروج من مأزق الإشكاليات التي تعرقل مسار التنمية بشتى أشكالها، فبدونه لن تستطيع المؤسسات ولا المجتمع إحداث التغيير الناجح وتحقيق التنمية المستدامة المرغوب فيها.

The reality and the importance of sustainable development rests mainly on the planning of this process within the framework of the overall strategy, according to several criteria and principles that go by the institutions, in particular the Algerian institution. This Algerian institution tries to make great efforts through the use of many of the means and possibilities the classical and modern in order to achieve the desired objectives of this through communication and organizational skills that the Advantage of specialists in this area, although there are many dilemmas and failures encountered in the process of developing sustainable institutions and the state as a whole.
