المستخلص: يتناول المقال موضوع مفهوم السيادة في ظل المتغيرات الدولية، بهدف فهم الرهانات العلمية التي تحيك بالمفهوم والإحاطة بالتطورات البحثية، واستيعاب طبيعة الصعوبات التي تعترض مآل المفهوم السيادة في إطار التحولات والتغيرات الدولية والإقليمية وبروز ظواهر تكبح السيادة الوطنية للدول منها ظاهرة العولمة، حيث الدولة حسب المفهوم الواقعي الكلاسيكي هي فاعل واحد ووحيد في العلاقات الدولية، ومع التطورات الحاصلة في المجال التقني والعلمي والتطور التكنولوجي برزت فواعل على الساحة الدولية تنافس الدولة في كثير من الوظائف التي كانت تعتبر ضمن اختصاص الدولة ولا تقبل الدولة التنازل عنها؛ فمن هذه الفواعل: الشركات العابرة للحدود أو فوق قومية المنظمات غير حكومية، المنظمات الحكومية، ظاهرة العولمة، الإرهاب الجريمة المنظمة، تبييض الأموال. إن المتتبع للأحداث يرى أن العالم أصبح في ظل الثورة الإعلامية والاتصالية والتقنية وخاصة الإنترنت، أصبح كقرية صغيرة وهو ما أثر بطريقة أو أخرى على السيادة ما جعلها مجالا للصراع داخل الدولة الواحدة، بل أصبح وضع الدولة يتأثر كثيرا على الصعيد الدولي بالشكل الذي تمارس فيه السيادة داخل هذه الدول من خلال التدخلات المباشرة أو غير مباشرة، وهذا ما يطرح مآل السيادة ومستقبل السيادة من خلال إيجاد مفهوم جديد للسيادة وفق منظور يحافظ على أركان الدولة وبقائها واستمرارها، لأن السيادة والدولة متلازمان ومتكاملان وهما وجهان للعملة واحدة.

L'article traite le concept de souveraineté selon les variables internationaux, dans le but de comprendre les enjeux scientifiques, conceptualisés et de prendre en compte les développements de la recherche et de comprendre la nature des difficultés qui entravent le concept de souveraineté, dans le cadre des transformations et des changements internationaux et régionaux et l'émergence des phénomènes qui inhibent la souveraineté nationale des Etats, Là où l'état selon la théorie du réalisme classique est un seul et unique acteur dans les relations internationales, et avec les développements dans le domaine du développement technique et scientifique et technologique est apparu sur l'arène internationale en concurrence avec l'Etat dans bon nombre des fonctions qui relèvent de la juridiction de l'Etat ; et L'État n'accepte pas de les abandonner. Certains d'entre eux sont: les entreprises transfrontalières ou transnationales, les ONG, les organisations gouvernementales, la mondialisation, le terrorisme, le crime organisé, le blanchiment d'argent. par le progrès technologique surtout l'Internet, le monde est devenu un petit village .Au contraire, le statut de l'État est fortement affecté au niveau international dans la manière dont la souveraineté est pratiquée dans ces pays par des interventions directes ou indirectes, Cela soulève la question de la souveraineté et d’élaboré un concept nouveau et une autre définition de la souveraineté qui reflète la réalité et les enjeux internationaux.

The article delves into the concept of sovereignty in light of international changes to comprehend the scientific implications surrounding this concept. The objective is to take stock of research developments and understand the nature of the challenges hindering the fate of the sovereignty concept in the context of international and regional transformations and the emergence of phenomena that impede the national sovereignty of states, such as globalization. In the classical realist concept, the state was considered the sole actor in international relations. However, with advancements in technical, scientific, and technological fields, new actors have emerged on the international stage, competing with the state in areas that were traditionally within its jurisdiction, which the state was unwilling to relinquish. These emerging actors include transnational or supranational companies, non-governmental organizations, governmental organizations, the phenomenon of globalization, terrorism, organized crime, and money laundering. Observing current events, it is evident that the world, particularly with the advent of the media, communication, and technological revolution, notably the Internet, has transformed into a small village. This transformation has impacted sovereignty, turning it into a contested arena within individual states. Furthermore, the international standing of states has been significantly influenced by how sovereignty is exercised internally through direct or indirect interventions. This scenario prompts consideration of the future of sovereignty and the creation of a new conceptualization that aligns with a perspective preserving the foundations of the state, ensuring its survival and continuity because sovereignty and the state are inseparable and complementary, representing two sides of the same coin.
