المستخلص: يعرض هذا المقال لدور القبيلة في ليبيا، استنادا لما تمثله تلك الأخيرة من أهمية بارزة باعتبارها إحدى مكونات المجتمع الليبي الرئيسية، ولبنة من لبنات قيامه الأساسية، وذلك من خلال تسليط الضوء على النظام السياسي الليبي ومشكلة القبائل المتنامية في الدولة، وكذلك دراسة مراحل تطور ليبيا القبلية؛ سواء من حيث دراسة القبيلة في النظام الملكي، وفي فترة حكم القذافي، وذلك من حيث اعتبار القبيلة نواة المجتمع الأولى، واعتبارها كذلك مظلة اجتماعية للتكافل والتضامن الاجتماعي، فضلا عن بحث مسألة القبيلة ودورها في النظام السياسي الليبي، من خلال كون القبيلة مركزا للقرارات السياسية في الدولة، وكذلك تحول المجالس القبيلة إلى بديل عن المؤسسات السياسية في الدولة، واعتبار العضوية القبلية أيضا أساسا لتقلد المناصب الرئيسية في الدولة، إضافة إلى تناول القبيلة ومسالة الديمقراطية، وكذا الدولة الحديثة تحت التأثير القبلي، وأيضا القبيلة كوسيلة لتعزيز التأييد الشعبي، إلى جانب دراسة فكر القذافي والقبيلة، بالإضافة كذلك إلى الحديث عن القبيلة وولادة الدولة الليبية، وكذلك الكتاب الأخضر والقبيلة، فضلا عن دور القبيلة في الألفية الحديثة ابتداء من سنوات 2000 تحديدا، وأخيرا عودة دور القبائل في ليبيا بعد الثورة الليبية.

This article presents the role of the tribe in Libya, on the basis of what it represents the latter, of prominent importance as one of the main components of Libyan society and building block of doing basic, thus highlighting the Libyan political system and the growing problem of the tribes of the country, as well as the study of the evolution of tribal Libya, both in terms of the study of the tribe in the monarchy, and under the Gaddafi's reign, in terms of considering that the tribe the nucleus of the first society, and considered a social umbrella for the interdependence of social solidarity, as well as discuss the issue of the tribe and its role in the political system Libya, by the fact that the tribe is the center of the political decisions of the state, as well as the councils of the tribal transformed into substituting for the political institutions of the state, and to consider the tribal membership as the base for hold key positions in the state, in addition to study the tribe and the question of democracy, as well as the modern state under the tribal influence, and also the tribe as a way to promote popular support, in addition to study the thought of Gaddafi and the tribe, as well as talk about the tribe and the birth of the Libyan state to, as well as green writers and the tribe, as well as the role of the tribe in the modern millennium from precisely 2000 years, and finally the return of the role of the tribes in Libya after the Libyan revolution.

Cet article présente le rôle des tribus en Libye, sur la base de ce qu'elles représentent une importance de premier plan comme l'une des principales composantes de la société libyenne et la base de sa construction. L’article veut mettre en évidence le système politique libyen et le problème croissant des tribus dans le pays. L'étude portera sur l'évolution de la Libye tribale, au moment de la monarchie et jusqu’au règne de Kadhafi, mettant en exergue que la tribu représente le noyau de la première société, jusqu’à la considérer comme un parapluie social pour l'interdépendance de la solidarité sociale. La question se pose de la tribu et de son rôle dans le système politique libyen, par le fait que la tribu est au centre des décisions politiques de l'État et les conseils des tribus se sont substitués aux institutions politiques de l'État. L'appartenance tribale est devenue la base pour obtenir les postes clés dans l'état. Sera étudiée la tribu et la question de la démocratie, ainsi que l'État moderne sous l'influence tribale, la tribu comme un moyen de promouvoir le soutien populaire, la pensée de Kadhafi et la tribu, la tribu et la naissance de l'Etat libyen, la place de la tribu dans le Livre vert, son rôle à partir des années 2000, et enfin le retour du rôle des tribus en Libye après la révolution libyenne.
