المستخلص: هدفت الدراسة إلى معرفة مدى تفعيل صندوق الضمان الاجتماعي الفلسطيني، وما المعوقات والآثار المتوقعة على تحقيق التنمية المستدامة (دراسة استكشافية) وذلك من خلال قياس الضمان الاجتماعي بعدة أبعاد وهي بعد الجوانب القانونية والخدماتية والاستثمارية والثقة، أما التنمية المستدامة فقد تم قياسها من عدة جوانب وهي (الاقتصادية، والاجتماعية والخدمات الصحية). تم استخدام عينة مكونة من (270) موظف بمختلف القطاعات بفلسطين توصلت الدراسة إلى وجود أثر عند تفعيل صندوق الضمان الاجتماعي على تحقيق أهداف التنمية المستدامة بفلسطين، إذ أن واقع القرار بقانون الضمان الاجتماعي جاء له قبول بالتفعيل من اغلب عينة الدراسة، ومن جهة أخرى توصلت الدراسة إلى أن يكون هناك دور لأنشاء صندوق الضمان الاجتماعي الذي بدوره يؤدي إلى أحداث تحقيق الأهداف التنمية المستدامة بفلسطين، ومن جهة أخرى توصلت الدراسة إلى أن هناك علاقة إيجابية بين أهداف التنمية المستدامة وتطبيق القرار بقانون الذي أتى لأنشاء صندوق الضمان الاجتماعي الفلسطيني. وبناء على النتائج فإن الدراسة توصي بتعزيز التطبيق لقرار قانون الضمان الاجتماعي الفلسطيني، وان يتم تعميم تجربة الدول المجاورة على كافة المواطنين، وان يكون هناك توافق حزبي لقرار قانون الضمان الاجتماعي الفلسطيني الذي بدورة له اثر كبير في تحسين وتعزيز الفعالية على تطبيق قرار قانون الضمان الاجتماعي الفلسطيني، وان يتم إشراك شخصيات مشهود لها بالنزاهة والكفاءة والمهنية والاستقلالية في إدارة صندوق الضمان الاجتماعي الفلسطيني، وان يتم إنجاز قانون الضمان الاجتماعي بشكله النهائي بعد الأخذ بالتعديلات التي طرحت ورفعه للقنوات الدستورية، وأن يتم ضمان تشغيل النظام ضمن مبادئ الحكومة، والاستقلالية، والشفافية.

The study aims to assess the extent of activation of the Palestinian Social Security Fund, exploring the obstacles and anticipated effects on achieving sustainable development through an exploratory study. Social security was measured across legal, service, investment, and trust dimensions. Sustainable development was evaluated in economic, social, and health service aspects. A sample of 270 employees from various sectors in Palestine was used. The findings indicate that activating the Social Security Fund positively impacts achieving sustainable development goals in Palestine, with the majority of the study sample accepting the activation of the decision regarding the Social Security Law. The study also concluded that establishing the Social Security Fund plays a significant role in realizing sustainable development goals in Palestine. Additionally, a positive relationship was identified between sustainable development goals and the implementation of the decree law that established the Palestinian Social Security Fund. Based on the results, the study recommends strengthening the implementation of the Palestinian Social Security Law decision. It suggests circulating the experiences of neighbouring countries to all citizens and emphasizes the importance of achieving bipartisan consensus on the decision. This, in turn, is expected to have a significant impact on improving and enhancing the effectiveness of the implementation of the Palestinian Social Security Law. Additionally, the study advocates for the involvement of individuals known for their integrity, competence, professionalism, and independence in the management of the Palestinian Social Security Fund. The study further recommends that the finalization of the Social Security Law in its ultimate form should take into account proposed amendments and undergo submission to constitutional channels.
